Foss, City Manager " "splatter' Event Street Closures Prepared by Ann Mottola, Heritage and Cultural Arts Manager EXECUTIVE SUMMARY: CITY CLERK File #950 -40 On September 20, 2014, the third annual "splatter" event will be held at Emerald Glen Park. An aerial fireworks display will take place at the conclusion of the event. The fireworks area "fallout zone" is a 350 -foot radius from the firing area and requires the temporary closure of a portion of Central Parkway between Persimmon Drive and Glynnis Rose Drive. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends the City Council adopt the Resolution Authorizing the Temporary Street Closures for the 2014 "splatter" Event. v1 ,. Submitted By l Reviewed By Parks and Community Services Director Assistant City Manager DESCRIPTION: The third annual "splatter' event will be held on September 20, 2014 at Emerald Glen Park. An aerial fireworks display will take place at the conclusion of the event. The event will begin at 12:00 p.m. and will conclude with a concert at 6:30 p.m. followed by an aerial fireworks display at 8:00 p.m. The fireworks display will last approximately 20- minutes. The Fireworks Display firing area will be located on the soccer /cricket field at Emerald Glen Park and will require a "Fall Out Zone" of 350 ft. in all directions. As a result, the City Council is being asked to adopt a Resolution (Attachment 1) to temporarily close a portion of Central Parkway and Killian Street on Saturday evening from 7:00 p.m. to 10:00 p.m. Additionally, the south parking lot and a section of Central Parkway are within the "Fall Out Zone." Page 1 of 3 ITEM NO. 4.2 Vehicle Code section 21101, subdivision (e), provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities determine the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." FIREWORKS DISPLAY The Fireworks Display for the "splatter' event will be set up on Saturday morning, September 20, in the center portion of the cricket/soccer field at the southwest end of Emerald Glen Park (Attachment 2). At the time of installation, a 150 ft. temporary barrier will be placed around the perimeter of the installation area and remain in place for the entire day. For additional safety and security, temporary construction fencing will be installed around the "Fallout Zone" perimeter that is within Emerald Glen Park prior to the event, and will remain in place until after the event. From 7:00 p.m. to 10:00 p.m., a temporary barrier will be placed along the remaining Fallout Zone perimeter beyond the boundary of Emerald Glen Park. Staff will be strategically positioned around the perimeter to prevent participants from entering the restricted area. Additionally, the vehicle parking lot adjacent to Central Parkway will be closed as it falls within the Fallout Zone. At the conclusion of the display, the area will be swept by Staff for debris and a street sweeper will be brought in to clean the adjacent parking areas and streets. ROAD CLOSURES /PARKING PLAN Staff from the Parks and Community Services Department has met with representatives from Police, Fire, Public Works, and with members of the City's Traffic Committee to review the road closure and traffic control plans necessary to accommodate the Fireworks Display as discussed below. All Departments have indicated the proposed site for the Fireworks Display and the limited road closure is feasible for this activity. On Saturday, September 20, from 7:00 p.m. to 10:00 p.m., Central Parkway from Persimmon Drive to Glynnis Rose Drive will be closed to westbound and eastbound vehicular and pedestrian traffic as well as Killian Street from Central Parkway to Belcarra and Bangor Courts. Traffic heading westbound on Central Parkway will detour south on Glynnis Rose Drive. Traffic heading eastbound on Central Parkway will detour north on Persimmon Drive. All residents affected by the road closure on the south side of Central Parkway will have access to their residences from Glynnis Rose Drive. All detour signs will be posted in advance of the closures and Staff along with uniformed Police Officers will be stationed to properly warn drivers. A No Parking Zone will be posted along Central Parkway in both directions within the "Fall -Out Zone" area on Saturday. At the intersection of Hacienda Drive and Central Parkway, signage indicating "Street Closed Ahead — No Vehicle Access to Emerald Glen Park" will be posted as well as additional signage directing traffic to alternative parking on Hacienda and Gleason Drives. The Emerald Glen parking lot off Gleason Drive will be available for public parking. In order to provide additional attendee parking, "No Parking" signs along the south side of Gleason Drive will be covered to provide an additional 170 parking spaces. Staff worked with Carl Zeiss Meditec to obtain the use of the 640 vehicle parking lot which is two - thirds of a mile from Emerald Glen Park. Staff will also be advertising Fallon Sports Park for Page 2 of 3 off -site parking. A continuous shuttle service will be available to attendees utilizing these parking lots. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Staff is sending a direct mailing to all residents and businesses affected by the road closure. Staff will also be utilizing the "Code Red" auto -call system to remind residents prior to the fireworks show. ATTACHMENTS: 1. Resolution Authorizing Temporary Street Closures 2. Fireworks Area Map Page 3 of 3 RESOLUTION NO. - 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING TEMPORARY STREET CLOSURES FOR THE 2014 SPLATTER EVENT WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes: as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing "; and WHEREAS, the City wishes to conduct a Fireworks Display at the conclusion of the "splatter" event that will impact City streets; and WHEREAS, the City has determined that it is necessary for the safety and protection of the public to temporarily close City streets as follows; Central Parkway from Persimmon Drive to Tassajara Road Killian Street from Central Parkway to Belcarra and Bangor Courts Glynnis Rose Drive from Central Parkway to Roscommon Way Start: Saturday, September 20, 2014 at 7:00 P.M. End: Saturday, September 20, 2014 at 10:00 P.M. WHEREAS, signs giving notice of the street closures will be posted at all road entrances; and WHEREAS, traffic control devices erected by the City to effectuate the road closures will conform to the uniform standards adopted by the State Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize the aforementioned temporary street closures for the 2014 splatter Event.
