Page 1 of 2 ITEM NO. 4.6 ( ' ,J dg& Submit ed By, Parks and Commnity Services Direc r DESCRIPTION: Reviewed By Administrative Services Director '\ Reviewed By Assistant City Manager As approved in the 2012 -2017 Capital Improvement Program, construction of the Kolb Park and Emerald Glen Park Tennis Court Resurfacing project will begin and end during Fiscal Year 2014 -2015. As part of the base bid, the four courts at Emerald Glen Park will be resurfaced. At Kolb Park, the asphalt paving will be demolished and replaced, new tennis court surfacing will be installed and the courts will receive new chain link fence mesh, hardware and windscreens. The project was advertised in the Valley Times and was posted on the City's website and Blue Print Express. In addition, plans and specifications were submitted to plan rooms throughout the Bay Area. Three bids were received on July 29, 2014. Vintage Contractors, Inc. was the lowest responsible and responsive bidder. The project was bid with three additive alternates to potentially include enhanced improvements if the base bid was below budget. The bid included alternatives to replace the lights at Kolb Park, upgrade the replacement lights to LED at Kolb Park, and to add a low divider fence between the courts at Emerald Glen. Based on the amount of the base bid, Staff recommends including Additive Alternate #3, which provides for the low divider fence at Emerald Glen. Staff does not recommend including items #1 and #2 to replace the lights due to the cost, and will pursue the replacement in the future with other park light replacement projects. There are sufficient funds allocated to complete the proposed work including a 10% construction contingency. Funding for this project is from an East Bay Regional Park District Measure VM Grant in the amount of $156,549.48 and the remainder is from the General Fund. If the City Council awards the contract, construction for Kolb Park and Emerald Glen Park would begin in September 2014 and be completed by December 2014. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Request for bids was noticed in the Valley Times, City's website, and Blue Print Express. Plans and specifications were submitted to plan rooms throughout the Bay Area. Notices for tennis court construction will be posted at each park site and list alternate court locations for use during construction. A copy of the Staff Report was sent to Vintage Contractors.
