DESCRIPTION: The California Clean Water, Clean Air, Safe Neighborhood Parks and
Coastal Protection Bond Act of 2002 was passed by the voters in March 2002 and provided funds for local
assistance grants. The City of Dublin qualifies for funding under two of the grant programs funded by the
Bond Act.
The Per Capita Grant Program provides funding for park development projects for cities, counties, eligible
districts and regional park districts. Funding is based on the population found within the boundaries of
these jurisdictions. The allocation to the City of Dublin is $220,000. Eligible project include acquisition,
development, improvement, rehabilitation, restoration, enhancement and the development of interpretive
facilities conveyed to local agencies resulting from the downsizing or decommissioning of federal military
installations. Per Capita grant funds can only be used for capital outlay.
The Roberti-Z'Berg-Harris Grant Program provides funding to high priority projects that satisfy the most
urgent park and recreation needs in California. The funds are allocated on the basis of population and the
allocation to the City of Dublin is $90,713. Eligible projects include acquisition, development,
rehabilitation, special major maintenance and innovative recreation programs.
The first step in the grant process is to submit a signed resolution from the Grantee's governing body.
Although the resolution does not indicate the projects' that the grant funds are for, the City Council
approved this year's budget, which allocated these funds for the replacement of the play structure at
Shannon Park and installation of athletic field lights for the Dublin Sports Grounds. Following the

submittal of the resolutions a contract between the State Department of Parks and Recreation and the City
will be generated. A project application detailing the projects that the funds are to be allocated to is the
next step in the grant process.
Attachment 1 is a Resolution Approving The Applicant to Apply for Grant Funds for the Per Capita Grant
Program and Attachment 2 is a Resolution Approving The Applicant to Apply for Grant Funds for the
Roberti-Z'Berg-Harris Urban Open Space and Recreation Program.
It is the recommendation of Staff that the City Council adopt the Resolutions.
RESOLUTION NO. - 03
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE PER CAPITA
GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER,~CLEAN AIR, SAFE
NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002
WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which
provides funds for the acquisition and development of neighborhood, community, and regional parks and
recreation lands and facilities; and
WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility
for the administration of the grant program, setting up necessary procedures; and
WHEREAS, said procedures established by the California Department of Parks and Recreation
require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for
the Per Capita Allocation, and
WHEREAS, the Applicant will enter into a Contract with the State of California;
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council hereby:
Approves the filing of an Application for local assistance funds from the Per Capita Grant
Program under the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal
Protection Act of 2002; and
Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project;
and
Certifies that the Applicant has reviewed, understands and agrees to the General Provisions
contained in the Contract shown in the Procedural Guide; and
Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents
including, but not limited to Applications, agreements, payment requests and so on, which may be
necessary for the completion of Project.

Z'BERG-HARRIs BLOCK GRANT PROGRAM UNDER THE CALIFORNIA CLEAN WATER,
CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002
WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN
WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS AND COASTAL PROTECTION ACT OF
2002 which provides funds for the Roberti-Z'Berg-Harris Block Grant Program for grants to eligible
Applicants, and
WHEREAS, the California Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the State, setting up necessary proCedures, and
WHEREAS; said procedures established by the California Department of Parks and Recreation
require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for
the Roberti-Z'Berg-Harris allocation; and
WHEREAS, the Applicant Will enter into a Contract with the State of California for the Project;
NOW, THEREFORE, BE IT RESOLVED that the City of Dublin hereby:
1. Approves the filing of an Application for local assistance funds from the Roberti-Z'Berg-Harris
Block Grant Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and
Coastal Protection Act of 2002; and
2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project;
and
3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions
contained in the Contract shown in the Procedural Guide; and
4. Certifies that the Project conforms to the recreation element of any applicable city or county
general plan; and
5. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents
including, but not limited to, Applications, agreements, payment requests and so on, which may be
necessary for the completion of the Project.
