FINANCIAL STATEMENT: None Conceptual drawings for 2001 poster artwork. Resolution authorizing temporary street closures. Provide Staff with direction on preferred poster artwork. Adopt resolution authorizing temporary street closures. DESCRIPTION: The 18th Annual St. Patrick's Day Celebration is scheduled for the weekend of March 17-18, 2001. The St. Patrick's Day Liaison Committee met twice and Staff has been working with the festival producer, Terry Pimsleur & Company, to prepare .for the events. FESTIVAL ARTWORK Each year the festival producer uses a professional artist to create the artwork for the event poster and other marketing materials. The new agreement with Terry Pimsleur & Company requires the contractor to submit three conceptual drawings to the City Council for selection. Following the selection of a conceptual drawing by the Council, the contractor will coordinate the final design with the artist. At the November 16, 2000, meeting of the St. Patrick's Day Liaison Committee the festival producer presented the Committee with sample artwork from four different artists. After reviewing the work of the artists the Committee recommended that the festival producer secure the services of Thomas Reis. Mr. Reis has created artwork for many of Terry Pimsleur's other festival posters. Those attending the committee meeting indicated his airbrush paintings were the most creative and eye-catching, which is 'important for a festival poster. The artist has prepared three conceptual sketches (Attachment 1) for consideration by the Council. The first drawing is of a leprechaun playing a saxophone with a rainbow bursting out of the instrument. Drawing number two is a pot of gold hot air balloon. The last sketch is of a giant pot of gold. The artwork would be used on the poster and other printed advertising for the event. Each drawing' features a rainbow. The festival producer would like to utilize the rainbow as an ongoing logo for the festival that would be incorporated into the artwork each year. A portion of the artwork, such as the rainbow, would be printed on the glassware. The festival producer would also like to print the artwork on t-shirts. Therefore, if the Council is not in favor of using any of the drawings submitted, Staff recommends that the Council form a subcommittee to work with Staff and the festival producer to select other artwork. ROAD CLOSURES The locations of the festival, parade and fun rim will be the same as last year. The festival' will be held on Amador Valley Boulevard between Regional Street and Donohue Drive, and includes the eastern half of the Shamrock Village Shopping Center parking lot. The parade will be staged on Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard. The parade route will begin on Dublin Boulevard at Amador Plaza, head east to Village Parkway, north to Amador Valley Boulevard, and west to Donohue Drive where it will disperse into the Target parking lot. The Fun Run will start on Amador Valley Boulevard at Regional Street. Runners will head west on Amador Valley Boulevard to San Ramon Road, north to Bellina Drive, and south through the residential neighborhoods to finish in the Shamrock Village Shopping Center parking lot. Pre and post race activities will be held in the Shamrock Village Shopping Center. Each year the City Council adopts a resolution to temporarily close the streets for the events. Vehicle Code section.21101, subdivision (e), provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." Attached is a resolution authorizing the temporary street closure for the festival (Attachment 2). In addition to authorizing the temporary street closure for the festival, the resolution also authorizes the temporary street closures necessary for the St. Patrick's Day Parade and the Shamrock 5K Fun Run and Walk. Following the adoption of the resolution, Staff will prepare a direct mailing in early January to all residents and businesses affected by the road closures. RECOMMENDATION Staff recommends that the City Council select the preferred artwork for the 2001 St. Patrick's Day Festival and adopt the resolution authorizing the temporary street closure for the festival, parade and fun rtln. PATRICK'S DAY FESTIVAL, PARADE AND SHAMROCK 5K FUN RUN & WALK WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes: as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing"; and WHEREAS, the City annually celebrates St. Patrick's Day with a Festival, Parade and Fun Run; and WHEREAS, these events are held on City streets; and WHEREAS, the City has determined that it is necessary for the safety and protection of the public to temporarily close City streets as follows; FESTIVAL Amador Valley Boulevard, from Regional Street to Donohue Drive Start: Friday, March 16, 2001 at 9:00 P.M. End: Monday, March 19, 2001 at 3:00 A.M. PARADE Amador Plaza Road, from Amador Valley Boulevard to Dublin Boulevard Start: Saturday, March 17, 2001 at 6:00 A.M. End: Saturday, March 17, 2001 at 11:30 A.M. Westbound Dublin Boulevard, from Village Parkway to Amador Plaza Road Southbound Village Parkway, from Amador Valley Boulevard to Dublin Boulevard Eastbound Amador Valley Boulevard, from Village Parkway to Donohue Drive Start: Saturday, March 17, 2001 at 8:30 A.M. End: Saturday, March 17, 2001 at 11:30 A.M. NOW, THEREFORE, BE IT RESOLVED that the City Council of the' City of Dublin does hereby authorize the aforementioned temporary street closures for the 2001 St. Patrick's Day Festival, Parade and Shamrock 5K Fun Run & Walk.
