FINANCIAL STATEMENT:
The 2003 final grant fund award is $16,398, subject to a $1,822
match. The award amount is $3,254, less than budgeted. An
additional appropriation in the amount of $3,254 from General Fund
Unallocated Reserves will be required.
DESCRIPTION: The United States Department of Justice, through the Bureau of
Justice Assistance, administers the Local Law Enforcement Block Grant Program. This program allocates
funds to each local jurisdiction based upon the number of Part I crimes reported in that jurisdiction during
the preceding three years. The purpose of the program is to provide funding to encourage communities to
establish or expand activities that reduce crime and improve public safety. The funds may be used for a
variety of activities, including: additional personnel, equipment purchases, or any expenditure that acts to
increase cooperation between community residents and law enforcement personnel.
During the Fiscal Year 2003-2004, budget preparation process, it was anticipated that grant funding in the
amount of $19,652 would be received, the same level of funding as the prior year. Due to a reduction in
the number of part I crimes reported by the City of Dublin, and an increase reported by other jurisdictions
within Alameda County, funding for the current year was $3,254, less than anticipated, thereby
necessitating an additional appropriation from Unallocated Reserves. For Fiscal Year 2003-2004, the City
has qualified for Block Grant funding in the amount of $16,398, subject to a $1,822 match. These funds
have not yet been expended.

In accordance with the requirements of the grant program, the City's Block Grant Advisory Board must
meet and prepare a recommendation regarding allocation of the grant funds. Prior to any expenditure, the
Advisory Board's recommendation must be considered by the City Council at a public hearing. The City
then has a maximum of two (2) years to expend the funds.
Per the grant requirements, the Advisory Board includes representatives of groups with a recognized
interest in criminal justice, crime prevention, and substance abuse prevention and treatment. To achieve
this requirement, the City's Block Grant Advisory Board consists of the following members:
· Bob Aloe, Deputy District Attorney, Superior Court of California, County of Alameda
· Christine Schengel, Chief of Criminal Division, Superior Court of California, County of Alameda
· Anne Stevens, Dublin Unified School District
· Christine Slofkosky, Neighborhood Watch Representative
· Randy Skarphol, Dublin Police Services, Crime Prevention Sergeant
ADVISORY BOARD RECOMMENDATIONS:
On October 9, 2003, the Advisory Board convened as required by the grant process. The Advisory
Board's recommendation is as follows (see attached minutes):
The Advisory Board unanimously recommends that 100% of the proceeds of the Local Law
Enforcement Block Grant be used to partially offset the salary of the Crime Trends/Bicycle
Officer.
Currently, a State Supplemental Law Enforcement Grant and City General Fund monies support the
Crime Trends/Bicycle Officer position. As specific crime trends (such as stolen vehicles, burglaries, etc.)
throughout the City are identified, the Crime Trends/Bicycle Officer's enforcement efforts will be focused
in these areas.
STAFF RECOMMENDATION:
Staff recommends that the City Council conduct the public hearing; accept the recommendation of the
Advisory Board; adopt the attached resolution approving appropriation of the 2003 Block Grant funding
to partially offset the salary of the Crime Trends/Bicycle Officer; and approve the attached budget change.
These funds will be expended in Fiscal Year 2003-2004.
RESOLUTION NO - 03
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVAL OF APPROPRIATION FOR 2003 BLOCK GRANT FUNDS
WHEREAS, the City Council authorized Staff to apply for the Federal Local Law Enforcement
Block Grant Program; and
WHEREAS, the United States Department of Justice, through the Bureau of Justice Assistance,
awarded a 2003 grant in the amount of $16,398 to the City of Dublin; and
WHEREAS, Dublin Police Services, in accordance with the Block Grant application instructions,
convened the advisory Board to review the application and make non-binding recommendations for the
use of the funds; and
WHEREAS, the Advisory Board unanimously recommended that 100% of the proceeds from the
Law Enforcement Block Grant be used to partially offset the salary of the Crime Trends/Bicycle Officer;
and
WHEREAS, the City Council held a public hearing on November 4, 2003; and
WHEREAS, a Staff Report was submitted recommending that the City Council approve the
expenditure of the Block Grant funds for the Crime Trends/Bicycle Officer; and
WHEREAS, the City Council did hear and exercise their independent judgment and considered all
reports, recommendations, and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED that the Block Grant funds in the amount of $16,398
are hereby appropriated to fund a portion of the salary of the Dublin Police Services Crime
Trends/Bicycle Officer for Fiscal Year 2003-2004.

Subject: LAW ENFORCEMENT BLOCK GRANT ADVISORY BOARD MEETING
On October 9, 2003, at 1200 hours the Dublin Police Services Advisory Board meet at the
Gale/Schenome hall of Justice in Pleasanton to discuss the grant application for a grant provided by the
U.S. Department of Justice, Local Law Enforcement Block Grants Program (L.L.E.B.G.). The Board
Members are Anne Stevens of the Dublin Unified School District, Christine Schengel of the
Gale/Schen0ne Hall of Justice, Bob Aloe of the Alameda County District Attorney's Office, and
Christine Slofkosky a member of the Community.
The L.L.E.B~G. is for the sum of $16,398.00 and we discussed the variety of activities that the funding
could be used for. The funding could be USed for additional equipment, Crime Prevention Programs,
and increased personnel. We also discussed use of the funding to continue staffing the "Crime Trends"
Officer Position.
The Board unanimously voted to support the recommendation that the grant funding be applied toward
the cost of staffmg the'Crime Trends Officer Position.
