Artist Proposal RECOMMENDATION: 1. Recommend Todji Kurtzman to the City Council for the design, fabrication and installation of the public artwork at the Emerald Glen Recreation and Aquatic Complex. 2. Recommend the following artists be retained in a pre- approved pool for consideration of public art projects proposed in the 2014-2019 Capital Improvement Program: Troy Corliss; Benjamin Ball and Gaston Nogues; Blessing Hancock; Todji Kurtzman; Heath Satow; Christopher Weed; and Susan Zoccola. FINANCIAL STATEMENT: None DESCRIPTION: In November 2013, Staff released a "Call for Artists" to submit qualifications for this project. The "Call for Artists" yielded responses from 150 artists from throughout the United States and from as far away as Israel. A technical review of the applicants by Staff and the Design Consultants was held December 18, 2013 to pare down the field to a select pool of artists to submit site-specific proposals for the project.The review criteria included: • Qualifications as evidenced by resume and professional recognition. • Proven ability to undertake projects of a similar scope. • Innovation, creativity and quality of craftsmanship in previous projects. • Demonstrated ability to and interest in creating artwork that is unique to the City of Dublin and which is of a museum-quality aesthetic standard. • Assessed ability to design, fabricate and install artwork within a relatively short timeline. • Demonstrated ability to work with government agencies, engineers, landscape architects and project managers in the creation of an art project. • Artistic merit as evidenced by the submitted materials. • Diversity of artworks and mediums. • Unique point of view. • New addition to Dublin's Public Art Collection. The artists included: Troy Corliss, Benjamin Ball and Gaston Nogues, Blessing Hancock,Todji Kurtzman, Heath Satow, Christopher Weed, and Susan Zoccola. On February 22, 2014 the Public Art Selection Committee, comprised of members designated by the City Council, convened to review public art proposals for the Emerald Glen Recreation and Aquatic Complex. The following criteria were used in evaluating the proposals presented included: Quality of Artwork Experience • Artistic excellence, expression, and • Ability to design, fabricate and install execution artwork • Design capabilities inherent in quality of • Experience working in particular media, artwork scale, durable materials • Innovative concepts and/or materials • Experience with projects of similar scope • Timelessness of artwork and type • Compelling theme or context • Uniqueness of work to the City of Dublin Other Considerations • Potential for work to enrich, diversify City's • Ability and willingness to collaborate with Public Art Collection City staff, design and engineering professionals, stakeholders, and contractors Site Considerations • Consideration maintenance, safety, and • Appropriateness of materials for site longevity • Consideration of human usage of the site and public accessibility to the artwork • Consideration of architecture, light, natural, manmade and social environment Todji Kurtzman's proposal, "The Spirit of Alamilla Spring," was selected for recommendation to the City Council and Commission by a consensus with the following stipulation: The Public Art Selection Committee asked to review the final model of the figurative component of the sculpture, the "Water Spirit." While the Selection Committee supported the overall concept of this figurative element, the artist's maquette was in the initial stages of development at the time of the presentation. The Selection Committee had questions regarding the final rendering of the face and water-like forms streaming off the figure. Once Mr. Kurtzman fully develops the "Water Spirit," images of the work will be shared via e- mail with the Selection Committee. The intent is not to redesign but to inform the Selection Committee. Comments from the Selection Committee also suggested that the figure should be more dynamic with respect to scale, as that is appropriate for the site and a signature element of Mr. Kurtzman's work. Staff spent a significant amount of time on the recruitment for this project, as well as vetting the qualifications of the 150 artists that submitted proposals. The search process yielded a tremendous pool of qualified and talented artists. The Selection Committee was also impressed with the overall quality of the artist finalists and their proposals, and therefore recommended the six remaining artists be retained in a pool of artists for some of the projects that will be commissioned in the upcoming five-year Capital Improvement Program. 2 of 3 Following the meeting with the Selection Committee, Staff has been working with Mr. Kurtzman to refine his proposal based on feedback from the Selection Committee. This includes further development of the "Water Spirit" figure and maximizing the scale of the artwork. The consideration of scale is also being addressed so the artwork's visual impact is not diminished by the expanse of the plaza where it will be installed. RECOMMENDATION: Staff recommends that the Parks and Community Services Commission and the Heritage and Cultural Arts Commission independently take the following actions: 1. Recommend Todji Kurtzman to the City Council for the design, fabrication and installation of the public artwork at the Emerald Glen Recreation and Aquatic Complex. 2. The city of Dublin stands where it does today because of Alaindla spring. This bronze monument with turquoise patina would be the first sculpture that pays tribute to the fountain source of they city. Splashes ripple down the plaza of the Emerald Glen Recreation and Aquatics : Complex, each ripple splash represents`h"' a different era of Dublin's history. The city of Dublin that we know today stands where it does because of Alamilla Spring. The area from Dublin to Pleasanton was once a " a robust wet land teeming with wildlife, game, fresh water and the Muwekma Ohlone people. Alamilla Spring bears the name of Michael Murray's first wife Alamilla. Michael Murray was among the first Irish immigrants to arrive in this little western town in a newly American territory following the Mexican American war. Many more Irish arrived in the following years escaping the potato famine of 1845- 1849. The influx of Irish immigrants led to the naming of this horse watering town at a cross roads as Dublin. In regards to the name Alamilla, Elizabeth Isles of The Dublin Heritage Park and Museum did a little research and came up with the following information: The word alma in Spanish, Portuguese and French means "soul". Atma in Sanskrit also means soul and in Latin almus, means "kind", "fostering", or "nourishing." Also, the Arabic word for "water" is al-ma. In Greek the related word aAytj means "salt water". Another close name is Amelia, derived from the Germanic word ntnal meaning "work", and means "industrious" and "fertile" (wikipedia). If there are related linguistic roots in Asian languages, that remains unknown to me at this time. mys Little is known about Michael Murray's first wife Alamilla who passed away fairly young leaving her husband and their three sons in 1860. Today her namesake evokes the qualities of the soul, water and maternal nurturing in the still y� flowing Alamilla Spring near the corner of Dublin Blvd y, and San Ramon Valley Rd. There are seven stone skips down the length of the plaza, represented by four9 '�• separate bronzes, (the last four splashes are contained in one bronze), culminating in front of the Aquatic recreation center entryway. She is at an intermediary stage and is iii progress. All of my figurative bronze sculptures are characterized by unique form and dynamism. The design and sculpting of a piece like this requires three months of full time work. Cleaning is followed by application of paste wax rubbed with a towel to bring out a shine. A four page detailed .pdf document entitled "Care for Outdoor Bronze Sculpture" will be provided. Replacing light bulbs can be done by hand by a staff utility person. You probably have touched a public bronze sculpture yourself. Frequently touched areas become polished and shiny. A well touched bronze is a sign of a well loved work of art. As in life, human touch breathes life into a work of art. We can expect children to be putting their hands all over the water splashes as they are a perfect height for children to grab onto and to peer inside. Climbing on The Spirit of Alamilla Spring is not preferred, and can easily be dissuaded by appropriate signage or by planting shrubs around the base. How the Work Will be Installed The work will be installed under my supervision by either the contractor who is building EGARC or another local contractor who is recommended to me by the contractor building EGARC. Installation is straightforward, as a small crane or back hoe will lift the bronzes.
