Proposed Fencing Along the Alamo Creek Bike Path

FINANCIAL STA~MENT: The estimated cost to install approximately 2,472 Lineal Feet (LF) of
fencing along portions of the east side of Alamo Creek Bike Path at
$35/LF is $86,520.00. Following is the Fiscal Year 2003-2004
construction budget for the Alamo Creek Bike Path - Amador
Valley Boulevard to North City Limits:

Approximately $57,696 is available for the fence installation from
the Measure B Bicycle & Pedestrian Fund. If the Council approves
going forward with the fencing, Staff will complete the design and
return to Council for approval and for a budget change.
DESCRIPTION: At its regularly scheduled meeting on August 19, 2003, the City
Council directed Staff to investigate the feasibility of installing a fence along the Alamo Creek Bike Path
as a response to residents near the project site. The residents expressed concern that users of the Bike
Path would wander offthe path and down into the creek to disturb the wildlife and plantings.
Staff proposes installing a typical two-rail fence (see Attachment 2) between the bike path and Alamo
Creek to discourage path users from accessing the creek area as a possible solution to the residents'
concern. A fence could be situated at the top of bank in areas where the vegetation along the bike path
does not provide a natural barrier. Approximately 2,472 LF of fencing will be required along Alamo
Creek between Amador Valley Boulevard and the north end of Crossridge Road (north City Limits). The

fence is proposed to be designed using open rails so as to avoid presenting a barrier to wildlife in the creek
corridor. Staff is currently reviewing information on various types of fencing material such as wood,
concrete and recycled materials.
An estimated cost of $35/LF to install a typical split-rail fence was obtained from GradeTech, Inc., the
City's contractor completing the Alamo Creek bike path project. Estimated cost is based on the typical
East Bay Regional Park District rail fence detail constructed from wood.
The City will be required to obtain Zone 7 Water Agency's approval and modification to the existing
license agreement prior to the fence installation. However, Zone 7 personnel have informed the City that
any fencing along the creek is discouraged by Zone 7 as it will hinder maintenance efforts and emergency
repairs to Alamo Creek. Staff is currently looking at alternatives to the fencing type presented in this
Report, such as removable components, in order to allow Zone 7 access to the creek at any given time.
Staff recommends that the City Council accept this report and provide direction.
