Budget for this capital project: FY 2003-2004 Low Bid S alaries/Design/Misc: $ 12,930 Improvements: $120,000 $130,777 TOTAL: $132,930 $130,777 This project is funded through the City's General Fund. The low bid Plus 10% contingency is $143,855. As this exceeds the Fiscal Year 2003-2004 construction budget, a budget change in the amount of $23,855 is necessary to go forward with this project. DESCRIPTION: The need for a traffic signal on Central Parkway at Tassajara Creek was identified in the 2002-2007 Capital Improvement Program, which the City Council approved on June 24, 2003. This project will install a traffic signal on Central Parkway at the intersection of the recreational trail along Tassajara Creek. The traffic signal will enhance traffic safety for pedestrians crossing Central Parkway at this location, including trail users, Dougherty Elementary School students, and residents using Emerald Glen Park. It will also tend to discourage cut-through traffic and reduce the speeds of through traffic. g:hniscproj\Central Pkwy-Tass Ck TS~AS Award COPIES TO: Bidders ITEM NO. A total of 7 bids were received (Attachment 3). The low bidder is Wingard Engineering, Inc., with a bid of $130,777.00. Staff has reviewed the bids and determined that the contractor has satisfactorily performed similar projects within Dublin and for other cities. As noted in the Financial Statement, the low bid exceeds funds budgeted for the project. It is recommended that a 10% contingency be added and an additional appropriation from Unallocated Reserves in the amount of $23,855 be approved in order for this project to go forward. Staff therefore recommends that the City Council approve the budget change and adopt the resolution awarding Contract No. 03-02, Traffic Signal at Central Parkway and Tassajara Creek, to Wingard Engineering, Inc. WHEREAS, the City of Dublin did, on October 7, 2003, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 03-02, Traffic Signal at Central Parkway and Tassajara Creek, approved in the 2002-2007 Capital Improvement Program by the City Council on June 24, 2003, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Works, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 03-02 to the lowest responsible bidder therefor, to wit, Wingard Engineering, Inc., at a bid of One Hundred Thirty Thousand, Seven Hundred Seventy-Seven Dollars and No Cents ($130,777.00), the particulars of which bid are on file in the Office of the Director of Public Works.
