FINANCIAL STATEMENT: Funding has been included in the Fiscal Year 2003-2004 budget to cover the costs associated with the proposed new classification and respective salary range value. DESCRIPTION: The City's personnel system is governed by several documents. Each document addresses a specific set of issues. The Staff report identifies proposed changes to the City's current perSonnel system. As discussed below, these proposed adjustments are based on the need to add a new job classification to the City's Classification Plan. CLASSIFICATION PLAN AMENDMENT Pursuant to the City's Personnel System Rules, a job description must be adopted for each classification in the organization. The job description typically includes key elements, knowledge, skills, abilities and requirements of the position. The j ob descriptions make up the City's Classification Plan. The City's Parks and Community Services Director recommended to the City Manager that the City create the new part-time position of Recreation Driver. This position was proposed due to the addition of the Senior Center Van for the Dublin Senior Cent6r Trips and Tours Program. In order to legally operate the new Senior Van, the van operator must possess a valid Class B Driver's License with a passenger endorsement, and a current Medical Examination Certification issued by the Department of Motor Vehicles. In addition, incumbents in this classification are required to have a satisfactory driving record and pass a Department of Justice background check. Certification in First Aide and CPR are required after appointment to the position. The City Manager concurred with the Department's recommendations and requested that the Personnel Office work with the Parks and Community Services Manager to develop the new classification pursuant to the scope of duties. Attached to the Resolution (Attachment 1) is Exhibit A, which is the job description for Recreation Driver. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan. COPIES TO: ITEM NO. SALARY PLAN AMENDMENT Included in the City's Personnel System are Resolutions that address salary ranges for part-time and full- time personnel. The attached Resolution is a proposed amendment to the City's Salary Plan (Attachment 2) for part-time personnel. Once the Recreation Driver job description was developed, the City's Personnel Officer took the positions to market for development of the appropriate salary range and alignment within the City's existing Salary Plan. The Salary Plan Resolution (Attachment 2) would establish the following hourly salary ranges for the new position: · Recreation Driver - $10.95 to $13.70 per hour Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan. Upon adoption by the City Council, Staff will begin fill the classification vacancy. Staff recommends that the City Council review the proposed modifications to the City's Classification and Salary Plans and adopt the Resolutions. RESOLUTION NO. -2003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions in the adopted Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to add the job description Recreation Driver (Exhibit A); and BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective October 21, 2003. AYES: NOES: ABSENT: ABSTAIN: May°r ATTEST: City Clerk ATTACHMENT 1 Date Adopted: 10/21/2003 Date Revised: Title: Recreation Driver FLSA: Non-Exempt (Part-Time) General Purpose: Under general supervision, transports ambulatory passengers and persons with disabilities via small bus, passenger van or sedan to City facilities and on day-trips. Inspects vehicles and submits maintenance requests. Coordinates vehicle cleaning and detailing. Renders CPR, first aid and general assistance as needed. May serve as City staff escort on day-trips. Maintains written records. Distinguishing Characteristics: This Recreation Driver receives immediate supervision from the Recreation Coordinator and exercises no supervisory responsibilities. The Recreation Driver works closely with the Recreation Specialist. This class differs from the Recreation Specialist in that the Specialist is responsible for scheduling trips, riders and routes for the Driver. Essential Duties and Responsibilities: Drives small buses, passenger vans or sedans. Adheres to safe driving practices and all vehicle codes. Performs routine safety check of vehicles. Report vehicle safety and/or mechanical problems. Provides door-to-door assistance to passengers if necessary, including carrying packages or other personal belongings. Assists passengers into and out of vehicles. Operates lift for passengers with disabilities. Collects tickets and maintain accurate trip records. Renders CPR, first aid and general assistance as needed. Perform cleaning activities to interior of vehicles. Coordinate the exterior washing of vehicles. Encourages and maintains positive public relations and provides responsive customer service. Other related duties as assigned. Minimum Qualifications: Knowledge of: Safe driving practices, California Vehicle Code, and Department of Motor Vehicles requirements for commercial drivers. City of Dublin. Needs of people with disabilities. Exhibit A Ability to: Perform vehicle safety inspections. Safely and legally operate small buses and passenger vans (15-18 passengers). Establish and maintain effective working relationships with passengers and volunteers. Read maps and establish new routes if necessary. Work flexible hours including nights and weekends as needed. Complete accurate written reports and make simple calculations. other employees and Physical Standards: The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. An employee is regularly required to drive up to eight hours per day and sit for long periods of time; talk and hear, in person, in meetings, by telephone, and radio; use hands and fingers to handle, feel to operate a vehicle; and reach with hands and arms. The employee is frequently required to kneel, bend, twist, lift, walk, stand and lift/carry objects weighing up to 50 pounds. The employee is often required to physically support people and push clients in wheelchairs (200 lbs). While performing duties, the employee is regularly required to use written and oral communication skills; read and interpret information, schedules and maps; and interact with City employees and the public. Training and Experience: Equivalent to graduation from High School. Must be 21 years or older. Sufficient training and experience that demonstrates the possession of the knowledge and abilities required performing the job. Licenses; Certificates; Special Requirements: Valid California Class B Driver's License with a passenger endorsement. Current DMV Medical Examination Certification. Ability to obtain certification in First Aid and CPR within 45-days of date of hire. Any offer of employment is conditional upon submission of a completed satisfactory Department of Justice background check. fingerprint card and Exhibit A RESOLUTION NO. - 2003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 122-93 and subsequent resolutions which comprise the Salary Plan for Part-Time Personnel; and NOW, THEREFORE, BE IT RESOLVED that the position of Recreation Driver shall be covered under Resolution No. 122-93 and subsequent resolutions. BE IT FURTHER RESOLVED that the position of Recreation Driver shall be paid an hourly salary within the following range in accordance with the adopted Personnel Rules: Recreation Driver: $10.95 - $13.70 BE IT FURTHER RESOLVED that this doctunent shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective October 21, 2003.
