FINANCIAL STATEMENT: Prior Council action approved an allocation of $15,000 of General Fund dollars toward this project..No additional City funds are required at this time. DESCRIPTION: At the March 4, 2003 City Council meeting, Staff presented the Council with Public Safety Line of Duty Death Protocol and Public Safety Memorial Alternatives. At that meeting, the City Council directed the Public Safety Memorial Committee to move forward with a Public Safety Memorial of a freestanding pre- cast bronze sculpture comprised of four figures depicting a Firefighter, Police Officer and two children. The approved placement location of this Public Safety Memorial was along the west wall of the center courtyard of the Civic Center. The estimated cost of the Public Safety Memorial is $60,000, which includes both the statue and pedestal. The Council authorized the contribution of $15,000 towards this Public Safety Memorial with the balance of $45,000 to be raised through fundraising efforts. Fundraising Efforts To-Date The Dublin Lions Club, in partnership with the Deputy Sheriffs' Association of Alameda County and the Alameda County Fire Fighters' Association, has taken the lead in developing fundraising strategies to COPIES TO: G:\CC-MTGSL2003-qtr3\Sept\9-16-03~as-public safety mem.doc ~ ~Sb.,,~ ITEM NO. raise the additiOnal $45,000 needed for the memorial statue. Their first significant, fundraising activity was to mail a fundraising letter to the Dublin business community requesting financial assistance. Their £undraising efforts to-date have yielded approximately $15,000. The next fundraising event will be the Dublin Lion's pancake breakfast which is part of the Day on the Glen Festival in September 2003. The Public Safety Memorial Committee, along side the Dublin Lions Club, Deputy Sheriffs' Association of Alameda County and the Alameda County Fire Fighters' Association, has looked at other unique methods of fundraising. Costs Associated with the Public Safety, Memorial One the proven fundraisers for other cities are donor-funded engraved bricks or engraved walls. In exploring the donor-funded engraving concept, the Public Safety Memorial Committee took into consideration the continuity and beauty of the existing Civic Center courtyard. The Public Safety Memorial Committee also looked at the type of pedestal that would best fit the statue and courtyard. Through this investigation, it appears that there would be a savings of $5,000 from the original $15,000 allocated for pedestal creation by the use of concrete as the base material .versus brick or granite. The proposed concrete pedestal is more fitting with the existing courtyard and Civic Center, and the savings could be used to offset the cost of the memorial statue. With this project modification, the cost associated with this project would be as follows: Original Public Safety Memorial Project Revised Public Safety Memorial Project Cost Four Person Pre-Cast Statue- $45,000 $45,000 Pedestal $15,000 $10,000 $60,000 $55,000 Savings of $5,000 Revenues City's Contribution Community Fundraising Year-to-Date Activities $15,000 $15,000 $15,000 $15,000 Amount needed to be raised $30,000 $25,000 Proposed Civic Center Concrete Bench Engraving Fundraising The Public Safety Memorial Committee met with an engraver who has completed some major engraving projects throughout the Bay Area. The outcome of the discussion was that the engraving of donor names could be on the two existing concrete benches. The proposed engraving would be similar to the engravings at that currently exist in Union Square in San Francisco (Attachment 1). Each of the concrete benches could accommodate approximately 200 donor names for a total 400 names for the two benches. The Public Safety Memorial Committee is proposing that each of the engravings would fundraise $100 with a net proceed after the labor of $65. The pro-forma for this fundraiser is as follows: 400 Engraving Spots x $100 = Less Labor for the 400 Engraving Spots x $35= $40,000 ($14,000). Net proceeds from this proposed fundraiser $26,000 It is proposed that major donors in excess of $1,000 be recognized with name recognition on plaques on the side of these two benches. If the City Council's direction is to allow for this Public Safety Memorial fundraiser to move forward, it is proposed that any excess amounts fundraised beyond the $45,000 would be used to lower the City's contribution to this project. Proposed Public Safety Memorial Placement and Donor Recognition Staff has prepared a color drawing (Attachment 2) that depicts the statue and its placement in the Civic Center courtyard, along with the proposed donor recognition in the form of name engravings in the concrete bench with plaques on the side of the benches for major donor recognition. Recommendation Staff recommends the approval of the statue and placement of the Public Safety Memorial, along with the fundraising activity for the concrete engravings and plaques for major donors for the two existing concrete benches located along the west wall of the center courtyard of the Civic Center, or provide Staff with additional direction.
