Foss, Acting City Manager " Approval of City of Dublin's Truck Route Map Prepared by Obaid Khan, Senior Civil Engineer (Traffic /Transportation) EXECUTIVE SUMMARY: The City Council will consider approval of a City of Dublin Truck Route Map. Maintaining a truck route map is required under the General Plan Policy 5.6, and approval of the City of Dublin's Truck Route Map will fulfill this requirement. It will enhance truck circulation in the City by improving access to commercial areas and minimizing cut - through truck traffic in residential areas. The City Council introduced an ordinance approving the City of Dublin's Truck Route Map and authorizing Public Works Director to designate truck routes at their January 21 meeting (Attachment 1). FINANCIAL IMPACT: Adoption of a Truck Route Map has no financial impacts. The cost to implement the truck route by installing new signs can be accommodated in the Fiscal Year 2013 -2014 street maintenance operating budget. RECOMMENDATION: Staff recommends that the City Council waive the reading and adopt an Ordinance amending the Dublin Traffic Code Approving the City of Dublin's Truck Route Map and Authorizing Public Works Director to Designate Truck Routes. �ubmitteb By Public Works Director DESCRIPTION: Reviewed By Acting Assistant City Manager A truck route map for a city is an important element of its transportation system network. It provides guidance to truck operators on appropriate routes to use when making deliveries to commercial and industrial uses in a city. Designation of certain streets for truck access reduces cut - through commercial traffic in residential areas. Furthermore, since truck traffic requires Page 1 of 2 ITEM NO. 4.6 stronger or thicker roadway section, the adoption of a truck route map enables appropriate planning and design of the street system, and improves long term maintenance of city streets. The City of Dublin's General Plan policy 5.6.1.A calls for maintaining a truck route map that discourages the noise nuisance on residential arterial streets. The implementing policies 5.6.1 B of the General Plan encourages reducing cut - through truck traffic in the City and calls for taking advantage of opportunities for truck parking facilities. To allow truckers to deviate from the truck route when making deliveries to specific location outside the designated truck routes, the California Vehicle Code (CVC) Section 35703 stipulates that any commercial vehicle may leave the unrestricted truck route and may use any street when making a delivery or pick up on a restricted street. In developing the draft truck route map, Staff has strived to meet the requirements of the General Plan and the flexibility afforded by the CVC. Staff is recommending repealing current Dublin Municipal Code Sections 6.88.020 and 6.88.030 and replacing them with one Section 6.88.020. The reason for the repeal of existing sections is to align the City's Municipal Code with the CVC. Currently, the City's Municipal Code requires the City Council to designate the Truck Route Map through a resolution. However, the CVC requires the approval of an ordinance by the City Council for designating truck routes in a city. In addition to creating a Truck Route Map with an ordinance, the proposed action will assign the responsibility of designating the Truck Route Map to the Public Works Director. Finally, these changes will minimize the confusion for truckers in regards to differentiating between the local truck route and the through truck route. The proposed Truck Route Map (Attachment 2) was developed in coordination with Dublin Police Services. The creation of the official Truck Route Map will enhance the Police enforcement of commercial traffic in the City. Staff also reviewed and coordinated the proposed map with the surrounding Tri- Valley jurisdictions (the cities of San Ramon and Pleasanton, and the Alameda and Contra Costa Counties). The through truck routes shall be as designated by the City Council by resolution, which routes shall be included in the traffic code. The Public Works Director shall cause to be installed and maintained appropriate signage designating truck routes. Records shall be established and maintained detailing these streets and shall be available at the Public Works Department. CD C4 ILd� O Z F w 0 u LU w 0 V) Y K 0 U J m d 2 iD z N 2 } K Q W O w Y J U H U 0 w U J 0 d LL 0 LL W 2 u } 2 F K Q u U cG G 0 F ORDINANCE NO. — 14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE CITY OF DUBLIN'S TRUCK ROUTE MAP AND AMENDING THE DUBLIN TRAFFIC CODE AUTHORIZING PUBLIC WORKS DIRECTOR TO DESIGNATE TRUCK ROUTES WHEREAS, providing orderly circulation of truck traffic in the City is critical for the wellbeing of commercial and industrial uses; and WHEREAS, the General Plan Policy 5.6 calls for maintaining a truck route map that discourages cut - through truck traffic in the City and minimizes noise nuisance on residential arterials, and WHEREAS, California Vehicle Code Section 35701 calls for truck route creation by ordinance, NOW, THEREFORE, the City Council of the City of Dublin does hereby ordain as follows- Section 1: City Council hereby approves the City of Dublin Truck Route Map attached hereto as Exhibit A. Section 2: The following Sections in Chapter 6.88 of the Dublin Municipal Code are hereby repealed in their entirety, Section 6.88.020, Through Truck Routes — Council Designation Section 6.88.030, Local Truck Routes — Council Designation Section 3: Section 6.88.020, "City of Dublin's Truck Route Map - Public Works Director Designation" is hereby added to the City of Dublin Municipal Code. "The Public Works Director, in consultation with the Chief of Police, is hereby authorized to designate truck routes on any public street or portion thereof, based upon generally accepted transportation engineering standards and procedures. The Public Works Director shall cause to be installed and maintained appropriate signage designating truck routes. Records shall be established and maintained detailing these streets and shall be available at the Public Works Department." Section 4. Severability. The provisions of this Ordinance are severable and if any provision, clause, sentence, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstances, such illegality, invalidity, unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, sections, words or parts thereof of the ordinance or their applicability to other persons or circumstances. Section 5. Effective Date. This Ordinance shall take effect and be enforced thirty (30) days following its adoption. Section 6. Posting. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
