Mgmt./Misc: $ 228,882 $ 228,882 TOTAL: $1,539,486 $1,842,814 A balance of $1,384,855 in Th-Valley Transportation Development Fee (TVTDF) 20% funds is projected to be collected by Dublin by the end of FY 2003-2004. An additional $800,000 in TVTDF 80% funds was recently approved by the Th-Valley Transportation Council for the construction of the project. In order to fully fund the project, a budget change is required to increase the budget for construction by $303,328. The $800,000 in TVTDF 80% funds would be used first for construction, followed by the TVTDF 20% g:hmiscproj\i-580 San Ramon Road\project\agst award COPIES TO: DeSilvaGates / ~-~ ITEM NO. ~ funds. Any unused TVTDF 20% funds would be set aside for the next high Priority Tri-Valley transportation project, such as the West Dublin BART Station project, at Dublin's option. DESCRIPTION: On July 1, 2003, the City Council authorized Staff to solicit bids for Contract No. 03-11, 1-580/San Ramon Road Interchange Improvements. This project will modify the 1-580/San Ramon Road Interchange in order to eliminate traffic weaving problems on San Ramon Road between 1-580 and Dublin Boulevard. The existing cloverleaf interchange will be modified by realigning the Westbound diagonal off-ramp to a tee intersection with San Ramon Road/Foothill Road and removing the existing westbound to southbound loop off-ramp. The project is being funded with the Th-Valley Transportation Development Fees allocated for regional transportation improvements. No right-of-way acquisition will be required for this project. The project is Categorically Exempt under the California Environmental Quality Act and Categorically Excluded under the National Environmental Protection Act. The elements of the proposed work include the following: Realign the westbound 1-580 off-ramp terminus to a tee intersection at San Ramon Road and install a new traffic signal · Remove the westbound 1-580 to southbound San Ramon Road loop off-ramp · Landscape the San Ramon Road median between the new tee intersection and Dublin Boulevard Overlay pavement on San Ramon Road between the new tee intersection and Dublin Boulevard · Construct a retaining wall along the westbound 1-580 off-ramp lane On September 17, 2002, the City Council approved the Cooperative Agreement with Caltrans for the improvement of the 1-580/San Ramon Road/Foothill Road Interchange. Caltrans has finalized its review of the plans and has issued the encroachment permit to the City to build the project. The construction period is estimated at approximately 100 working days (about 5 months). A total of six bids were received (Attachment 3). The low bidder is De Silva Gates Construction LP with a bid of $1,355,555.00. Staff has reviewed the bids and determined that the low bidder has satisfactorily .performed similar projects in the past. The budgeted project cost for Fiscal Year 2003-2004 was $1,539,486. Including the 10% contingency, supplemental items (see Financial Statement in this Report), and Design/Construction Management and Miscellaneous costs, the projected cost has been revised to $1,842,814. Staff is requesting a budget change in the amount of $303,328 from the recently approved TVTDF 80% funds to cover this funding shortfall. Staff recommends that the City Council 1) approve an additional appropriation in the amount of $303,328 from New Revenues and 2) adopt the resolution awarding Contract No. 03-11 to DeSilva Gates Construction LP. Page 2 RESOLUTION NO. -03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING cONTRACT NO. 03-11 INTERSTATE 580/SAN RAMON ROAD INTERCHANGE IMPROVEMENTS TO DESILVA GATES CONSTRUCTION LP WHEREAS, the City of Dublin did, on August 14, 2003, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 03-11, Interstate 580/San Ramon Road Interchange Improvements, authorized by the City Council on July 1, 2003, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Works, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 03-11 to the lowest responsible bidder therefor, to wit, DeSilva Gates Construction LP, at a bid of One Million, Three Hundred Fifty Five Thousand, Five Hundred Fifty Five Dollars and No Cents ($1,355,555.00), the particulars of which bid are on file in the Office of the Director of Public Works.
