A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION FOR A LARGE FAMILY DAYCARE HOME
CONDITIONAL USE PERMIT REQUEST IN A PD (PLANNED DEVELOPMENT) ZONING
DISTRICT AT 6071 ROUND HILL DRIVE
PA 03-024
WHEREAS, Doina Frentescu, on behalf of Urduja Aragon, submitted an application requesting
approval of a Conditional Use Permit for the operation of a Large Family Daycare Home, for a maximum of 14
children, as a secondary use within an existing single-family residence in a PD (Planned Development) Zoning
District, located at 6071 Round Hill Drive; and
WHEREAS, the California Environmental Quality Act (CEQA), together with the State guidelines and
City environmental regulations require that certain projects be reviewed for environmental impact and that
environmental documents be prepared; and
WHEREAS, an Initial Study was conducted finding that the project, as proposed, would not have a
significant effect on the environment; and
WHEREAS, a Negative Declaration has been prepared for this application and is on file in the City of
Dublin Planning Department; and
WHEREAS, the Planning Commission did review and use their independent judgment to consider the
Negative Declaration at a public hearing on July 22, 2003; and
WHEREAS, proper notice of said public hearing was given in all respects as required by law.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does hereby
find that:
The proposed Large Family Day Care Home at 6071 Round Hill Drive in Dublin will not have a
significant effect on the environment based on review of the Initial Study and public testimony.

The Negative Declaration has been prepared and processed in accordance with State and local
environmental laws and guideline regulations.
C. The Negative Declaration is complete and adequate.
NOW, THEREFORE BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission
does hereby adopt the Negative Declaration for PA 03-024, the proposed Large Family Daycare Home at 6071
Round Hill Drive in Dublin.
PASSED, APPROVED AND ADOPTED this 22"d day of July 2003.
