FINANCIAL STATEMENT: None at this time. DESCRIPTION: Mr~ Jeffrey McMullen of KB Home is requesting that the City Council authorize an Annexation Study for 6.6 acres located at 6960 and 7020 Tassajara Road (Attachment 1). KB Homes currently has a contract to p~chase the 6.6 acres fi'om Joe and Violet Vargas and Tom and Helen Friedrich. Staff is currently processing an annexation request on the Wallis Ranch property directly to the south of this site. The Applicant proposes to annex to the City and develop a multi family project that would consist of 93 townhouses and stacked fiats with a proposed density of 14.1 dwelling units per acre. Should the City Council authorize Staff to begin the Study, the following issues would be addressed among others: Examine the proposed land use and density to determine if they are appropriate based on the General Plan and Specific Plan · Work with the Applicant to process any necessary environmental document · Study the land use plan, circulation routes and interrelationship and Infrastructure requirements ~~oo3~cc~h~s4~3.voc COPIES TO: Applicants In-Houso Distribution Examine the project in relationship to its location along a scenic corridor Analysis The City Council needs to determine whether an Annexation Study should be authorized. All other entitlements, land use, site plan and scale of the project would be addressed by the Planning Commission and City Council and will be decided in appropriate public heatings, if the City Council initiates the Study. Both approval and denial resolutions have been included for your evaluation. If the City Council approves the initiation of this study, Staff will add the project to the Community Development Department work program. This project would follow those projects that were ranked by priority by the City Council in their annual Goals and Objectives session in March 2003. Recommendatio~ Staff recommends that the City Council receive the staff presentation and public testimony; question staff and the public and adopt a Resolution either authorizing or denying the Annexation Study request. LOCATION MAP SUBJECT PROPERTY ATTACHMENT 1 August 6, 2003 Honorable Mayor Lockhart City Council Members City of Dublin 100 Civic Plaza Dublin, CA 94568 Re: Request for Annexation Stady for Potential Multi-Family Residential Development on 6.6 Developable Acres Located at 6960 and 7020 Tassajara Road, Dublin Dear Mayor and Council Members: KB Home has entered into contract to purchase the above referenced 6.6 acres of developable land. KB would like to build a high quality, multi-family project at that location, and asks that you authorize your staff to initiate an Annexation Study for consideration of such proposal. On the site, KB Home proposes to build 93 townhomes and stacked flats, which achieves a density of approximately 14.1 units per developable acre. We have included a preliminary site plan and a map showing the general vicinity of the site. KB Home intends to comply with the City of Dublin's General Plan and the Eastern Dublin Specific Plan. We have met with planning staff and determined preliminarily that this development will require the following: 1. Annexation to the City of Dublin. The properties are within the City's "Sphere of Influence" and are contiguous to other properties currently applying for annexation. 2. Approval of a Vesting Tentative Map; 3. Approval ofa CEQA compliance document for the project; and 4. Approval of a Development Agreement. In this regard, KB Home requests that the City Council express its interest in considering this project and request that staff initiate the necessary studies to permit development of this site. RESOLUTION NO. - 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE INTIATION OF AN ANNEXATION STUDY FOR KB HOME FOR PROPERTY LOCATED AT 6960 AND 7020 TASSAJARA ROAD WHEREAS, an Annexation Study has been requested by KB Home for an undeveloped 6.6 acre site located at 6960 and 7020 Tassajara Road; and WHEREAS, the project site is located within the Eastern Dublin Specific Plan boundary; and WHEREAS, the project site would need to be annexed to the City of Dublin to receive land use entitlements from the City; and WHEREAS, additional entitlements including a prezone, vesting tentative map, development agreement, site development review and other associated permits Would need to be processed before development could occur; and WHEREAS, the initiation request has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and WHEREAS, a staff report was submitted outlining the issues surrounding the request; and WHEREAS, the staff report submitted one recommendation that the City Council deny the initiation of an Annexation Study for the proposal; and WHEREAS, the City Council did hear and consider all such reports, recommendations, and testimony hereinabove set forth and supports the initiation of an Annexation Study for the site. NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does hereby approve the initiation request of an Annexation Study for the site.
