Slurry Seal Program, to American Asphalt Repair & Resurfacing Co.

* Pavement repairs (approximately $17,743) were performed as part
of the 2002-2003 Annual Street Overlay Program as a cost savings
measure as the scope of work was similar to the overlay repair work.
This project is funded by Gas Tax monies (Fund 206) and by $2,950
from the General Fund as a reimbursement from the Armstrong
Garden Center.
DESCRIPTION: On July 1, 2003, the City Council authorized Staffto solicit bids for
Contract No. 03-14, 2003-2004 Annual Slurry Seal Program.
Slurry seal is a preventative maintenance technique used to prolong the life of asphalt concrete surfacing.
Slurry consists of a sand/oil mixture which seals cracks and provides a new tmiform wearing surface. City
streets are slurry sealed approximately every five to seven years, depending upon the level of wear.

The following streets are scheduled to be slurry sealed as part of the FY 2003-2004 contract:
Rolling Hills Drive Tory Way
Hillrose Drive Ebensburg Lane
Sunwood Drive Hemlock Street
Emerald Avenue Betlen Drive (West end to Hansen Drive)
Amador Valley Boulevard (west of San Ramon Road) Ann Arbor Way
Amarillo Road Eden Street
Burton Street Mansfield Avenue
San Ramon Road (North City Limit to Silvergate Drive)
Failed pavement repairs, which are required prior to the placement of slurry seal, were performed (at a
cost of $17,743) as part of the 2002-2003 Annual Street Overlay contract as a cost savings measure.
A total of four bids were received (Attachment 2). The low bidder is American Asphalt Repair &
Resurfacing Co., Inc., with a bid of $128,182.48. Due to the current competitive market for street
resurfacing work, bids received were well below the engineer's estimate. Staff had also originally
anticipated including the resurfacing of Dublin Boulevard between Hansen Drive and Village Parkway;
however, this work has been postponed until next fiscal year due to conflicts with on-going construction
projects on Dublin Boulevard east of Village Parkway. Staff will work with the low bid contractor to
identify and perform additional slurry seal work with a portion of the remaining budget.
Gas Tax monies (Fund 206) will fund this project, with an additional $2,950 coming from the General
Fund as a reimbursement from the Armstrong Garden Center. This project was required to slurry seal
Amador Valley Boulevard as a result of trenching in the street and opted to pay this amount into the City's
General Fund to reimburse the City for the work being included in the Annual Slurry Seal Program.
Staff recommends that the City Council adopt the resolution awarding Contract No. 03-14, 2003-2004

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 03-14
2001-2002 ANNUAL SLURRY SEAL PROGRAM
TO VALLEY SLURRY SEAL COMPANY
WHEREAS, the City of Dublin did, on July 22, 2003, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 03-14, 2003-2004 Annual Slurry Seal Program, authorized by the City Council on July 1,
2003, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of
said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid
hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award City of Dublin Contract No. 03-14 to the lowest responsible bidder therefor, to wit, American
Asphalt Repair & Resurfacing Co., Inc., at a bid of One Hundred Twenty-Eight Thousand, One Hundred
Eighty-Two Dollars and Forty-Eight Cents ($128,182.48), the particulars of which bid are on file in the
Office of the City Engineer.
PASSED, APPROVED AND ADOPTED this 5th day of August, 2003.
