Sufficient funds have been included in the Fiscal Year 2000-2001 Budget to cover the costs associated with the creation of the Senior Administrative Analyst position. DESCRIPTION: As part of the Fiscal Year 2000-2001 adopted Budget, the City Council authorized funding for the position of Senior Administrative Analyst. The City Manager requested that the Personnel Officer develop a classification description and conduct a salary survey for inclusion of the position into the City's Classification and Salary Plans. Pursuant to the City's Personnel System Rules, a job description and salary range must be adopted for each classification in the organization. The job description typically includes general purpose, essential duties and responsibilities, knowledge, skills, abilities and requirements of the position. I. CLASSIFICATION PLAN Staff has prepared the job description for the new Senior Administrative Analyst, which will perform highly responsible management assistance in the areas of financial and budget analysis. This position will assist, counsel and advise City departments in the preparation of their budgets, assist the City Manager and Administrative Services Director in developing presenting and implementing the City's Annual Operating Budget and Five-year Capital Improvement Program (CIP) which involves reviewing and analyzing expenditures, monitoring revenues, preparing expenditure and revenue projections and performing related tasks as required. The recruitment for the vacancy in the Administrative Services Department will commence immediately. This position will report to the Administrative Services Director under the leadership of the City Manager. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan, which adds the position of Senior Administrative Analyst (Attachment 1 ). COPIES TO: ITEM NO. II. SALARY PLAN Included in the City's Personnel System are Resolutions, which address salary ranges for both part-time and full-time personnel. The salary range provides a minimum and maximum salary to be paid for each position. The proposed salary range is based on market conditions determined by a survey of comparable positions in similar agencies. The recommended salary range for the Senior Administrative Analyst position is $4,747 $5,934 per month. This salary range represents a 15% benchmark above the Administrative Analyst II position which is consistent with the job series. Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan, adding the position of Senior Administrative Analyst (Attachment 2). RESOLUTION NO. XX- 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN Attachment 1 WHEREAS, in accordance with the City' s Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include new job description for the position of Senior Administrative Analyst (Exhibit A). BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective November 8, 2000. Assists the City Manager and Administrative Services Director (ASD) in developing, presenting and implementing the City's Annual Operating Budget and Five-year Capital Improvement Program (CIP) which involves reviewing and analyzing expenditures, monitoring revenues, preparing expenditure and revenue projections and performing related tasks as required. Distinguishing Characteristics: With general direction, is responsible for high level research and analyses in the administration of the City's budget and financial functions. The Senior Administrative Analyst researches issues, performs complex financial analyses, and prepares comprehensive reports on the full myriad of fiscal disciplines that make up the Administrative Services Department and the City organization. This position provides support to the City Manager and Administrative Services Director Essential Duties and Responsibilities: Assists in planning, organizing and coordinating the preparation of the City's Annual Operating Budget and Five-year Capital Improvement Program. Coordinates and provides support in the development of fee studies. Coordinates and conducts fiscal impact studies. Develops and implement models for analysis and presentation of financial information to include budget analysis, financial trend analysis and development impact analysis. Evaluates departmental activities and work programs, workload indications, budget trends and related elements and recommends appropriate actions with respect to the budget. Assists in the compilation and production of operating and capital budgets. Reviews and analyzes department budget requests. Assists, counsels and advises departments in the preparation of their budgets. Participates in administrative review of proposed departmental budgets. Exhibit A Monitors expenditure requests during the fiscal year for compliance with the adopted budget. Assists in reviewing proposed budget changes prior to submission to the City Council. Initiates enhancements and innovative budgeting techniques and makes Administrative Services Director. Participates in intermediate and long-range financial planning. Advises the City Manager and Administrative Services Director on budgetary issues. Reviews and proposes modification of existing standards and procedures governing budget preparation. Review for reasonableness the revenue or expenditure estimates used in the budget process. Designs financial forms, spreadsheets and worksheets. Provides finance-related training to employees. Performs special financial analyses as requested. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Minimum Qualifications: Knowledge of: Principles and practices, laws, rules and regulations of governmental accounting and budgeting; financial analysis; cost accounting; financial control system and methodology; manual and automated finance information systems; preparation of narrative, statistical and technical reports Financial forecasting, report preparation and research methods. Principles and practices of organization, management, and supervision. Laws regulating municipal finance administration. Modern office practices, procedures, methods and equipment. Customer service skills. Ability To: Prepare complex financial reports and analyses. Analyze and interpret federal state, and local laws, rules and regulations pertaining to local governmental operations. Analyze and monitor the fiscal impacts and fiscal conditions of Development Agreements. 2 recommendations to the Exhibit A Utilize computerized spreadsheets and a variety of office software applications. Analyze and interpret complex financial problems and develop appropriate alternative solutions. Conceive and effectively propose or suggest solutions to budgetary needs and problems. COmmunicate clearly and effectively, both orally and in writing. Gather, organize, process and analyze data conceming a variety of problems. Interpret appropriate rules, regulations, contracts, laws and ordinances. Deal effectively with City staff and representatives of various public and private agencies. Physical Standards: The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. Education, Experience, and Training: Any combination of education and experience equivalent to the following is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Education: Graduation from an accredited four-year college or university with a degree in business administration, accounting, economics, finance, or a closely related field. Possession of an advanced business or public administration degree is desirable. Exnerience: Three years of responsible experience in local government including budget preparation, financial management or other closely related field. Training: Any recent training, such as academic courses and certification programs, which are relevant to this job classification. Licenses, Certificates, Special Requirements: Possession of a valid California Class C Drivers' License and Certificate of Automobile Insurance for Personal Liability. RESOLUTION NO. XX- O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN Attachment 2 WHEREAS, in accordance with the City' s Personnel System Rules, the City Council adopted Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan. NOW, THEREFORE, BE IT RESOLVED that the position of Senior Administrative Analyst shall be covered under Article I, Section A of the Salary Plan; and BE IT FURTHER RESOLVED that the position of Senior Administrative Analyst shall be paid a monthly salary within the following range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: Senior Administrative Analyst: $4,747 - $5,934 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for' the City of Dublin; and that the changes contained herein shall be effective November 8, 2000.
