SUBJECT: Positano Hills Park— Site Modifications Prepared by Rosemary Alex, Parks and Facilities Development Coordinator EXECUTIVE SUMMARY: Following the opening of Positano Hills Park, the City received feedback from residents regarding the need for more playground equipment for older children, as well as additional shade in the picnic areas. As guided by input from the community, additional improvements to the play area along with shade trees are proposed for Positano Hills Park. FINANCIAL IMPACT: The proposed modifications are funded with the balance of project funds that were not expended at the end of fiscal year 2012/2013. Remaining Available Budget for Construction $130,000 Base Bid Cost Estimate $135,542 Additive Bid Item 1 - Additional Trees $5,285 Estimated Cost of Improvements $140,827 RECOMMENDATION: Staff recommends that the City Council receive the presentation and approve the preferred option. (\J Submitted B' Reviewed By Director of Park4and Assistant City Manager Community Services Page 1 of 2 ITEM NO. 7.2 DESCRIPTION: Following the receipt of resident concerns about the need for more playground equipment for older children at the Positano Hills Park, Staff held a public meeting on August 14, 2013 to review feedback received from an on-line survey and to solicit additional information from the public on their preferences for potential modifications to Positano Hills Park. Based on feedback from the public meeting and on-line survey, the public priorities for site modifications included the following: Play Area for Children Ages 5-12 1) Additional climbing elements 2) Additional swings 3) Higher slide structure Site Shading 1) Shade elements installed adjacent to play area 2) Additional trees adjacent to play area Generally the public wants a larger play area with more play elements for children 5 to 12 years old, and additional shade in the adjacent picnic areas. In response to those preferences, Staff worked with the Landscape Architect to develop two alternatives for additional play components geared for children ages 5-12. Two options were presented at the October 21, 2013 Parks and Community Services Commission meeting and additional feedback was received from the public. As a result, the Preferred Option includes the relocation of an existing rope bridge from the lower level play area and attaches it to the existing slide. The space opened up by the relocation of the rope bridge is modified and a typical two bay swing set is added. The existing climbing rock is realigned and the area expanded to accommodate a more traditional play system with a 6’ tall slide with climbing and access features. In regards to additional shading, the Parks and Community Services Commission recommends including additional trees in larger sizes (24” and 36” containers). Since the cost estimate for the play area improvements slightly exceeds the available budget, Staff recommends that the addition of trees near the playground area be bid as an additive bid item. If the preferred option is approved by the City Council, Staff expects that the project will be ready to go to bid in January 2014 with the proposed work being completed in Spring 2014. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Neighborhood residents surrounding the park were mailed public meeting notices for both the Community Meeting on August 14, 2013 and the Parks Commission Meeting on October 21, 2013. An additional public meeting notice for this City Council meeting was mailed to neighborhood residents and the homeowners association. ATTACHMENTS: 1. Preferred Option 2.
