HomeMy WebLinkAbout4 DRAFT Minutes from 08-08-2013 HERITAGE AND CULTURAL ARTS COMMISSION REGULAR MEETING Draft Minutes CITY OF DUBLIN August 8, 2013 The August 8, 2013 Regular Meeting of the Heritage and Cultural Arts Commission was called to order at 7:01 PM at the Dublin Civic Center, Dublin, California, by Chair Vanderpool. PLEDGE OF ALLEGIANCE Chair Vanderpool led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Carr, Deets, Iharosi, King, Minniear,Tutino, Vanderpool Commissioners Absent: None ORAL COMMUNICATIONS 3.1 Public Comments—None APPROVAL OF MINUTES 4.1 July 11, 2013 On a motion by Cm. Deets, seconded by Cm. Minniear, and by a vote 6-0-0, with Cm. Tutino absent during the vote, the Commission voted to approve the minutes of July 11, 2013, with one amendment by Cm. King. WRITTEN COMMUNICATIONS— None PUBLIC HEARING—None UNFINISHED BUSINESS— None NEW BUSINESS 8.1 Spring Quarterly Report Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Cm. Minniear asked about the location of the artwork at the Essex development, which is located near the Dublin West BART Station. Ms. Mottola stated that she would look into it and report back to the Commission. Cm. Minniear asked about the lack of rentals at the Sunday School Barn during the second quarter of the year. Mr. Paul McCreary, Parks and Community Services Director, stated that Staff would look into increasing marketing and promotions for the facility. Cm. Minniear asked about the decrease in the number of volunteer hours. Ms. Mottola explained that Staff is working on a plan geared towards increasing volunteer hours by matching volunteers to specific duties within their areas of interest. H&CAC Draft Minutes—August 8, 2013—Page 2 of 4 8.2 Performing Arts Discussion Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. The Commission requested Staff to review and clarify each of the program areas to be prioritized, and Ms. Mottola discussed each program area. Ms. Mottola facilitated the Commission's participation in a 'forced choice matrix' to prioritize the program areas. The Commission ranked the program areas as listed below, with number one being the highest priority, and duplicate numbers indicating corresponding priorities. 1. Multicultural Performance/Showcase 2. Partnerships: Local Arts Groups 3. Festival or Event 4. Partnerships: Grassroots Networking 5. Musical Theatre 6. Contract/Enrichment Classes 6. Dance Performance 6. Informal Performing Arts 6. Instrumental Performance 6. Theatrical Productions 7. Partnerships: Professional Arts Groups 7. Professional Performing Arts 7. Youth Symphony 8. Concerts in the Parks 8. Formal Performing Arts 8. Vocal Performance 9. Interdisciplinary Arts 10. Comedy Performance 10. Film/Video Production 10. Film/Video Showcases 10. Performing Arts Competitions 10. Youth Opera Cm. Tutino stated that she voted in consideration of what would provide Dublin a unique performing arts identity. Cm. Minniear stated that he voted in consideration of the program areas that would be most valuable for Dublin's future in performing arts. H&CAC Draft Minutes—August 8, 2013—Page 3 of 4 Cm. Deets asked if Staff thought about surveying the community on its programming interests and priorities. Mr. McCreary stated that Staff would consider this idea. Cm. Deets stated he recently attended an event in Livermore and was amazed at the diversity of the program. The Commissioners discussed the importance of offering programs that depict the diversity of the community and concurred with the outcome of ranking the category of Multicultural Performance/Showcase at the top of the list. Mr. McCreary asked the Commission to elaborate on why partnerships with local arts groups ranked as a priority for the Commission. Cm. Tutino explained that partnerships are an important catalyst for generating community interest and engagement, as well as gauging available community resources. Vice Chair Carr agreed and stated that it is essential to have local arts groups' partnerships. Mr. McCreary asked if the City should be a catalyst in getting local arts groups formed in Dublin, and the Commission concurred. Cm. Minniear stated the City should actively reach out to existing local arts groups to solicit partnerships. Ms. Mottola stated that in concept the City could act as a catalyst by providing the spaces needed to foster partnerships with local performing arts organization. The Commission agreed with this concept. Cm. King stated that the matrix does not adequately address a unique niche for Dublin. He stated the City also needs to address the feasibility of the top ranked program areas. Cm. King asked about utilizing the Public Safety Complex for performing arts or community theatre space. Mr. McCreary explained that the City would be conducting a space planning study for the Public Safety Complex to determine the space needed for public safety functions and whether there would be adequate space remaining for performing arts or community theatre use as envisioned in the City's Parks and Recreation Master Plan. He further stated that funding had not yet been identified for the project. Cm. Deets stated that the initiation of performing arts programs should not be constrained by the availability of City space as there may be available community spaces, such as churches willing to volunteer space. Vice Chair Carr stated that Dublin's unique niche should not be chosen, but instead allowed to evolve organically. Cm. Tutino stated that within the discussion of performing arts programs, she would also like to keep visual arts in mind as an element of performing arts. Cm. Carr suggested that Staff also apply for available grants in the realm of performing arts, including infrastructure needs. Cm. Minniear stated there needs to be a strategy to promote the arts in Dublin and to let the community know that Dublin is 'open for art'. Mr. McCreary explained that the next steps would be an online community survey to compare the community's priorities with the Commission's ranked priorities. H&CAC Draft Minutes—August 8,2013—Page 4 of 4 OTHER BUSINESS 9.1 Brief Information Only Reports from Heritage &Cultural Arts Commissioners and/or Staff Cm. Minniear suggested inviting a representative from Dublin Unified School District (DUSD) to discuss the plans for the Dublin High School Performing Arts Center. Mr. McCreary stated that Staff would look into this and added that the City is actively partnering with DUSD on the project. Mr. McCreary and Ms. Mottola provided program and project updates.
