HomeMy WebLinkAbout4.03 Dispose1981FireEngineCITY CLERK FILE # 350-40 AGENDA STATEMENT CITY COUNCIL MEETING DATE: November 8, 2000 SUBJECT: Disposal of Surplus Property- 1981 Van Pelt Fire Engine Report Prepared By: Jason Behrmann, Administrative Analyst H ATTACHMENTS: 1) 2) RECOMMENDATION.~ 1) Resolution Declaring One 1981 Van Pelt Fire Engine as Surplus Property and Authorizing the City Manager to Dispose of it at Auction with a Minimum Bid of $500 Letter from Chester Fire Protection District Adopt Resolution FINANCIAL STATEMENT: All proceeds from the auction will go the City' s Internal Service Fund DESCRIPTION: As a result of the Dougherty Regional Fire Authority (DRFA) dissolution in July 1996, The City of Dublin acquired a 1981 Van Pelt "Tele Squirt" fire engine. This vehicle is currently being stored at an off-site facility and is not being used because of its outdated equipment and high maintenance costs. Recently the City received a letter (Attachment 2) from the Chief of the Chester Fire Protection District in Northern California. He had been told that the City was not currently using the "Tele Squirt" engine and was writing to inquire about the possibility of acquiring it. This request prompted Staff to investigate the fire engine to determine whether the City had any further use for the vehicle. Upon inspection, and discussions with the Alameda County Fire Department, it was determined that the City no longer had any need for the engine and that it was appropriate to declare the engine surplus property and send it to auction. After arriving at this conclusion, Staff informed Chester Fire that it was the City's policy to send all surplus equipment to auction. However, if Chester Fire would provide the City with a maximum amount that they would be willing to pay for the fire engine, the City could establish that amount as a minimum bid for the auction. If no one else bids for the engine, Chester Fire could then purchase the vehicle for the offered price. Chester Fire has offered to pay $500 for the fire engine. RECOMMENDATION: Staff recommends that the Council adopt the Resolution declaring one 1981 Van Pelt fire engine as surplus property and authorizing the City Manager to dispose of it at auction with a minimum bid of $500. RESOLUTION NO. - O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLINI DECLARING ONE 1981 FORD VAN PELT FIRE ENGINE AS SURPLUS PROPERTY AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF IT AT AUCTION WHEREAS, the City Manager has determined that one fire engine, described below, is no longer needed for City purposes; and WHEREAS, Chester Fire Protection District has offered to purchase the fire engine for $500; and WHEREAS, the most effective method for disposing of such an item is at auction; and WHEREAS, independent auctioneers are available to auction items to the highest bidder; and WHEREAS, the City is authorized to dispose of property pursuant to Government Code §37350. NOW, THEREFORE, BE IT RESOLVED that one fire engine, described below is declared surplus property and is to be sold by the City Manager: 1981 Van Pelt (8 1V) (VIN: 1FDYDSOUXBVJ00646) BE IT FURTHER RESOLVED that the City Manager, or his designee, is authorized to enter into a contract with an independent auctioneer, selected by the City Manager, to sell the asset noted above to the highest bidder. The proceeds of the sale, less the cost of sale, shall be deposited into the Intemal Service Fund; and BE IT FURTHER RESOLVED that a minimum bid of $500 is to be established for the auctioning of the surplus fire engine. My name is Jay, Neuman and I am the Chief of the Chester Fire Department in Northern California. I have been in contact with Chief Sheldon Gilbert of the Alameda County Fire Department, who informed me of the possibility of acquiring a piece of surplus equipment that you have, namely a 50 foot Tele Squirt engine. Chief Gilbert and the Alameda County Fire Department have been helpful to us in the past. We are in desperate need of a fire engine and hope there is a possibility that you may be able to help us.
