The Capital Improvement Project was completed within funds budgeted.
The cost of installing the "countdown" pedestrian signals was slightly higher than funds budgeted
for that purpose; however, the overage can be paid from the operating budget, and no budget
transfers are needed.
The City will receive $22,400 in grant funding from the California Energy Commission for
installation of the battery backup systems. A rebate in the amount of $1,200 has already been
received from PG&E for installation of light-emitting diode (LED) modules.
DESCRIPTION: This project installed traffic signal battery backup systems (BBS) at
eight major intersections. The BBS units would allow the intersections to run for a minimum of two
hours in full operation during a power failure.

The intersections included in the project are as follows:
Dublin Boulevard / San Ramon Road
Dublin Boulevard / Regional Street
Dublin Boulevard / Village Parkway
Dublin Boulevard / Dougherty Road
Dublin Boulevard / Tassajara Road
Amador Valley / San Ramon Road
Amador Valley / Village Parkway
Hacienda Drive / Hacienda Crossings
In addition, the existing BBS at Dublin Boulevard and Hacienda Drive was converted to run the
intersection in full operation rather than in red flash.
The project also included converting the yellow indications and the pedestrian "walk" indications from
incandescent to LED in order to maximize the BBS running time. In addition, the City purchased and
installed LED indications in the programmed visibility (PV) signal heads. It has been noted that the
power cost for these nine intersections has been reduced by at least 10% and, in one or two cases, as
much as an additional 25% due to the LED conversions. Maintenance costs will also be reduced since
the failure rate for LED modules is significantly less than the burnout rate for incandescent bulbs.
The City will receive grant funding in the amount of $22,400 from the California Energy Commission for
the BBS installation. A rebate from PG&E in the amount of $1,200 for the PV head LED conversion has
already been received.
Staff recommends that the City Council accept the improvements constructed under Contract 02-18 and
authorize payment to Republic Electric, Inc., less retention to be paid in 35 days if no subcontractor or
supplier claims are received.
