HomeMy WebLinkAbout4 DRAFT Minutes 07-09-2009 CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION Draft Minutes July 9, 2009 The July 9, 2009 meeting of the Heritage and Cultural Arts Commission was called to order at 7:09 p.m. at the Dublin Civic Center, Dublin, California, by Chair Carr. PLEDGE OF ALLEGIANCE Chair Carr led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Carr, Mack, Minniear,Nuckols, Tutino, Vonheeder-Leopold Commissioners Absent: Halket ORAL COMMUNICATIONS—None APPROVAL OF MINUTES On a motion by Cm. Mack, seconded by Cm. Vonheeder-Leopold, and by a vote of 5-0-1, with Vice Chair Halket absent, the Commission voted to approve the minutes of June 11, 2009 as presented. Cm. Minniear abstained from the vote due to his absence during the June 11, 2009 meeting. WRITTEN COMMUNICATIONS.-None PUBLIC HEARING -None UNFINISHED BUSINESS 7.1 HERITAGE AND CULTURAL ARTS COMMISSION RESPONSIBILITIES Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Mack, and by a vote of 6-0-0 with Vice Chair Halket absent, the Commission voted to recommend to the City Council revisions to Section V and Section VII of the Heritage and Cultural Arts Commission Bylaws. NEW BUSINESS 8.1 DUBLIN TRANSIT CENTER PUBLIC ART PROJECT Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Ms. Chandra Cerrito, Dublin Transit Center Public Art Project Consultant, provided a presentation highlighting various public art projects by Mr. Cliff Garten. Chair Carr, who is one of the Commission representatives to the Art Selection Committee, commented that the artist selection process was a difficult one because all of the artists were outstanding. She stated that Mr. Garten's artwork shows that he does a great job of designing art that fits into the surrounding area. Cm. Tutino asked if lighting could be incorporated into the design of the artwork. Ms. Cerrito stated that lighting was mentioned in discussion with Mr. Garten and could be a possibility. Vonheeder-Leopold pointed out that the City once had an unfavorable experience in which an artist was chosen without first displaying a mock-up of the proposed artwork. She stated the importance of having the artist survey the site in which the art is being placed. Cm. Minniear stated that the site for the Dublin Transit Center Public Art is significant because it is the first and last sight of the City for a large number of BART passengers. On a motion by Cm. Tutino, seconded by Cm. Vonheeder-Leopold, and by a vote of 6-0-0 with Vice Chair Halket absent, the Commission voted to recommend approval of artist Cliff Garten to the City Council. 8.2 GOALS AND OBJECTIVES FY 2009-2010 Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. The Commission received the report. 8.3 ORAL HISTORY PROGRAM Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff Report. On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Nuckols, and by a vote of 6-0-0 with Vice Chair Halket absent, the Commission voted to nominate Cm. Minniear and Cm. Mack to the Oral History Program Steering Committee. 9.1 OTHER BUSINESS Cm. Vonheeder-Leopold reported on her attendance at the Dublin Fine Arts Foundation Board Meeting this week. Cm. Nuckols reported on her recent trip to Washington, D.C. Mr. Hartnett reminded the Commission that the first concert of the Summer Concert Series would be held on July 10, 2009 at 7:00 p.m. ADJOURNMENT Being no further business, the meeting was adjourned at 7:52 p.m. Respectfully submitted, Rhonda Franklin Administrative Technician APPROVED: Chairperson
