HomeMy WebLinkAbout8.3 Health & Wellness Prog STAFF REPORT CITY CLERK File #560-10 CITY COUNCIL DATE:August 20, 2013 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager SUBJECT: Consideration of Health and Wellness Concept Prepared by Jacqui Diaz, Special Projects Manager EXECUTIVE SUMMARY: The City Council identified in the past year, the concept of healthy lifestyles and wellness as being recognized as a priority for the Dublin community. Staff has drafted a resolution for City Council consideration - the Commitment to Healthy Lifestyles and Wellness Resolution. Staff will also establish a campaign – The Season of Service and Self - during the months of March through May 2014 – to continue to enhance this commitment to a better self and community. FINANCIAL IMPACT: This action has no fiscal impact. RECOMMENDATION: Staff recommends that the City Council receive this report and adopt the Resolution Setting Forth the City of Dublin's Commitment to Healthy Lifestyles and Wellness within the Dublin Community. Submitted By Assistant City Manager DESCRIPTION: Within the last year, the City Council identified health and wellness issues as a priority for the Dublin community. Staff was directed to work with the community to develop a plan to address th healthy lifestyles and offer activities to support healthy living in Dublin. Along with the 30 Anniversary of Dublin’s St. Patrick’s Celebration, a new event was introduced – the “Live Healthy Dublin 10-Week Wellness Challenge”. This new event was supported by numerous organizations such as Valley Care, Kaiser, Dublin Unified School District, non-profit organizations, businesses and involved over 400 participants in the first year. ITEM NO. 8.3 Page 1 of 2 To commemorate and emphasize Dublin as a healthy place to live, work and play, a resolution (Attachment 1) has been drafted for consideration by the City Council which will set forth the commitment that the community values health and wellness. The resolution follows in concept the Healthy Eating Active Living (HEAL) campaign that has been strongly supported by the League of California Cities in recent years. However, the Dublin resolution expands the concept by adding a component of partnerships. This component is unique to Dublin in that it identifies the City’s desire to work with residents, the Dublin Unified School District, health care providers, non-profit organizations and businesses to provide wellness activities and events for the benefit of the community. Staff would like to recommend for City Council consideration not only of the drafted resolution, but of a campaign for this fiscal year – The Season of Service and Self - during the months of March through May 2014. This concept would embrace existing events such as Dublin Pride, St. Patrick’s Day Festival, and a wellness event into one “season’ that values health and volunteerism for the entire Dublin community. A marketing strategy would be developed to promote the unique nature of this campaign. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None. ATTACHMENTS: 1. XX - 13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * * * SETTING FORTH THE CITY OF DUBLIN’S COMMITMENT TO HEALTHY LIFESTYLES AND WELLNESS WITHIN THE DUBLIN COMMUNITY WHEREAS, in 2004, the League of California Cities adopted a resolution during the Annual Conference to encourage cities to embrace policies that facilitate activities to promote healthier lifestyles and communities, including healthy diet and nutrition, and adoption of policies and procedures that enable citizens of all ages and abilities to undertake exercise; and WHEREAS, in July 2010 the League of California Cities Board of Directors resolved to partner with and support the national Let’s Move Campaign, and encourages California cities to adopt preventative measure to fight obesity; and WHEREAS, more than half of California’s adults are overweight or obese and therefore at risk for many chronic conditions including diabetes, heart disease, cancer, arthritis, stroke, and hypertension; and WHEREAS, according to the data from the 2010 California Physical Fitness Test, one in four youth between the ages of 9 and 16 in California is overweight, and found that 28.1% of ththth Dublin students tested in the 5, 7,and 9 grades were considered overweight; and WHEREAS, more children are being diagnosed with diseases linked to being overweight or obese, previously seen only in adults, such as Type 2 diabetes and heart disease; and WHEREAS, children who are overweight often grow up to be obese as adults and the current generation of children are expected to have shorter lives than their parents due to the consequences of obesity; and WHEREAS, obesity has become second only to tobacco use as the leading preventable cause of disease and death in the United States; and WHEREAS, obesity takes a tremendous toll on the health and productivity of all Californians and this results in costing families, employers, the healthcare industry and the government more than $21 billion each year; and WHEREAS, supporting the health of residents and the local workforce would decrease chronic disease and health care costs, as well as increase productivity; NOW, THEREFORE, LET IT BE RESOLVED THAT THE CITY COUNCIL OF THE CITY OF DUBLIN HEREBY RESOLVES AS FOLLOWS: The City Council hereby recognizes that health and wellness is a high priority for community members in Dublin. While individual lifestyle changes are necessary, individual effort alone is insufficient to combat obesity’s rising tide. Significant societal and environmental changes are needed to support individual efforts to make healthier choices. To that end, Dublin adopts the Community Healthy Lifestyles and Wellness Resolution: I. Built Environment BE IT FURTHER RESOLVED that the City of Dublin planners, engineers, park and community service providers, community development, environmental services and economic development personnel responsible for the design and construction of parks, neighborhoods, streets and business areas, should make every effort to:  Consider capital improvement projects which increase opportunities for physical activity in existing areas;  Plan and construct a built environment that encourages walking, biking and other forms of physical activity;  Address walking and biking connectivity between residential neighborhoods and schools, parks, recreational resources, and retail;  Expand community access to indoor and outdoor public facilities through joint use agreements with schools and/or other partners;  Review comprehensive plans and zoning ordinances to increase opportunities for physical activity wherever and whenever possible, including policies related to streets, mixed-use and transit-oriented development. II. Employee Wellness BE IT FUTHER RESOLVED that in order to promote wellness within the City of Dublin and to set an example for other businesses, the City of Dublin pledges to continue employee wellness activities including:  Publicized employee health incentives made available by its medical benefit providers;  Maintaining an employee intranet service which provides complimentary issues of wellness- related newsletters and e-zines with health related information;  Encouraging walking to meetings and the use of stairways;  Maintaining a positive employee-based Customer Service Committee that plans and executes fun, active and creative events and activities thereby building teamwork;  Providing vending machines with healthy options located in City owned or leased locations;  Encourage healthy eating by providing nutritious low-fat choices among food offered at City events, City-sponsored meetings, City facilities, concessions, and programs. III. Healthy Food Access BE IT FURTHER RESOLVED that the City of Dublin planners, community and economic development personnel should make every effort to:  Facilitate and encourage new grocery stores, restaurants, gardens, and farmers’ markets to increase access to healthy food, including fresh fruits and vegetables; IV. Partnerships BE IT FURTHER RESOLVED that the City of Dublin will support partnerships within the community and will make every effort to:  Support public and private school efforts to provide physical activities for enjoyment and healthy benefits for children and families;  Encourage partnerships to develop with businesses in the health and wellness industry including local hospitals, clinics and athletic facilities to encourage the community to become active and healthy advocates;  Partner with available resources to provide continued programs, activities, teams, and classes for the health and benefit of the ages within the community, such as outdoor sports and the Live Healthy Wellness 10 Week Challenge; V. Implementation BE IT FURTHER RESOLVED that the department directors will make every effort to meet the terms listed above and to make health and wellness a priority, and will bring forth to the City Manager concepts that will continue to support and encourage health and wellness in the Dublin community.
