Thompson, Public Works Director ATTACHMENTS: 1) Resolution 2) Vicinity Map RECOMMENDATION: Adopt the Resolution accepting improvements and approving the ~z~la~ traffic control devices installed for Tract 6961 "Highgrove", Dublin  Ranch, Neighborhood L-6 FINANCIAL STATEMENT: Shea Homes has provided a Maintenance Bond in the amount of $575,176.25 to guarantee against defects for one year. Once these improvements have been accepted, the City will incur maintenance and street sweeping costs for the City street improvements. The street light maintenance costs will be paid by the Street Lighting Maintenance Assessment District 99-1. Maintenance of street landscaping and all landscaping within the open space and common areas will be performed by a Community Homeowner's Association. DESCRIPTION: Tract 6961 in Dublin Ranch, Neighborhood L-6, is located in the Eastern Dublin Specific Plan area north of North Dublin Ranch Drive and east of Tassajara Road. Tract 6961 consists of 117 residential lots, surrounded by open space to the north and west, and by the Dublin Ranch Golf Course and Neighborhood L-1 to the south and east. Improvements consist of new public roads, sidewalks, utilities, signing, striping, streetlights, landscaping and irrigation. The improvements have been constructed pursuant to the Tract Developer Agreement and to the satisfaction of the City Engineer, and should now be accepted by the City for permanent maintenance. The following regulatory traffic control devices will be accepted and approved as part of this project and added to the City of Dublin Traffic Code: A. Ledgewood Terrace, Penwood Lane, Round Hill Drive and Woodvale Terrace are designated as "Through Streets" (Traffic Code Chapter 6.08). B. Stop control devices have been installed on all four approaches for the intersection of Penwood Lane, Penwood Place and Round Hill Drive, on the westerly approach of Hobstone Place at COPIES TO: Jon McCaustland, Shea Homes ITEM NO. ~ G:\DEVELOP\Dublin Ranch\L-6-Shea, HighgrovekAgstacpt_6961.doc i © i~'~D~ ~ Ledgewood Terrace, on the southerly approach of Round Hill Drive at North Dublin Ranch Drive, and on the easterly approach of Woodvale Terrace at Round Hill Drive (Traffic Code Section 6.16.020). At the time the City and Shea Homes executed the Tract Developer Agreement, the developer provided a Performance Bond in the amount of $2,300,705.00 and a Labor and Materials Bond in the amount of $1,150,362.50 to guarantee performance of the work. Now that the work is complete, these bonds may be released in accordance with the authority contained in §66499.7 of the Government Code, and replaced with a Maintenance Bond in the amount necessary to guarantee the work for a one-year period following acceptance. The developer has provided a Maintenance Bond in the amount of $575,176.25, which is 25% of the original Performance Bond, and which is sufficient to guarantee the improvements for a one-year period after acceptance. Staff recommends that the City Council adopt the Resolution accepting the improvements and approving the regulatory traffic control devices installed for Tract 6961 "Highgrove", Dublin Ranch, Neighborhood L-6. Page RESOLUTION NO. - 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTANCE OF IMPROVEMENTS FOR TRACT 6961 (DUBLIN RANCH NEIGHBORHOOD L-6) AND APPROVING REGULATORY TRAFFIC CONTROL DEVICES WHEREAS, the subdivider of Tract 6961, filed on November 3, 2000 in Book 253 of Maps at Pages 62 - 69, previously entered into an agreement with the City of Dublin to improve said Tract in accordance with plans and specifications on file with the City Engineer, said Tract identified as follows: a) Subdivider: MSSH Dublin Development LLC, A Delaware Limited Liability Company and Shea Homes Limited Partnership, A California Limited Partnership b) Tract Location: North of North Dublin Ranch Drive and East of Tassaj ara Road c) Tract Size: 117 Single-Family Lots d) Resolution Approving Agreement: No. 151-00, City of Dublin City Council e) City Streets Affected: Hobstone Place, Ledgewood Terrace, Penwood Lane, Penwood Place, Round Hill Drive and Woodvale Terrace WHEREAS, the improvements associated with Tract 6961 are complete in accordance with said plans and specifications, and any approved modifications thereto, to the satisfaction of the City Engineer; and WHEREAS, the developer has installed certain regulatory traffic control devices as a part of the Tract improvements; and WHEREAS, the original Performance Bond and Labor and Materials Bond can be released, in accordance with the authority contained in §66499.7 of the Government Code of the State of California, and replaced with a Maintenance Bond to guarantee the completed work for a one-year period following acceptance; NOW, THEREFORE, BE IT RESOLVED that: 1. The improvements completed within said Tract are hereby approved and accepted subject to a one-year guarantee period; and 2. The traffic regulatory devices installed by the developer are hereby included in the City of Dublin Traffic Code, said regulatory devices to include the following: a) Ledgewood Terrace, Penwood Lane, Round Hill Drive and Woodvale Terrace are designated as "Through Streets." 1 b) Stop control devices installed at all four approaches for the intersection of Penwood Lane, Penwood Place and Round Hill Drive. c) Stop control device installed at the westbound approach of Hobstone Place at Ledgewood Terrace. d) Stop control device installed at the southbound approach of Round Hill Drive at North Dublin Ranch Drive. e) Stop control device installed at the eastbound approach of Woodvale Terrace at Round Hill Drive. 3. The original Performance Bond issued by American Home Assurance Company (Bond No. 00-248-149) in the amount of $2,300,705.00 be released; and 4. The original Labor and Materials Bond issued by American Home Assurance Company (Bond No. 00-248-149) in the amount of $1,150,352.50 be released; and 5. The submitted Maintenance Bond issued by American Home Assurance Company (Bond No. 00-248-149-A) in the amount of $575,176.25 be accepted as security for the aforesaid one-year maintenance period, said period to commence on this date and terminate on the 17th day of June, 2004.
