FINANCIAL STATEMENT: None DESCRIPTION: At the City Council Meeting of April 15, 2003 the City Council gave direction to authorize the placement of the yellow ribbons on Village Parkway, Dublin Boulevard, and San Ramon Road and allocate $500 towards the purchase of yellow ribbon. The City Council also requested that staff return with a recommended time frame to remove the yellow ribbons. The City Council appointed Councilmember Sbranti to help coordinate this effort with Millie Wasik who originally presented this request to City Council at the April 15, 2003 City Council meeting. There were printed, radio, and City of Dublin website announcements inviting volunteers to help place the yellow ribbons on the trees on Sunday, April 27, 2003. The staging area for the volunteers was the Civic Center. There were approximately 25 volunteers who helped place 400 yellow ribbons in the City of Dublin. With respect to the timing for the removal of the yellow ribbons, staff discussed this matter with Councilmember Sbranti and Millie Watsik and they recommended the removal should be in coordination with the "Tri-Valley Welcome Home Celebration of our United States Armed Forces" (the estimated date is August 2003). Millie Watsik and her core group of volunteers have agreed to remove the yellow ribbons at that time.
