The Village Parkway/Lewis Avenue Intersection Improvements
(part of CIP #94060, Downtown Improvement Implementation),
Village Parkway Left-Turn Lane Extension at Lewis Avenue (CIP
#96300) and Village Parkway Median Landscaping between Dublin
Boulevard and Amador Valley Boulevard (CIP #94615) are funded
through the General Fund (001). A budget transfer in the amount of
$10,672 (which includes a 10% contingency) from the Village
Parkway Left-Turn Lane Extension at Lewis Avenue project to the
Village Parkway Median Landscaping project is necessary to fully
fund all of the projects. These projects were incorporated into one
contract as a cost savings measure due to the close proximity and
similar scope of work between the projects.
DESCRIPTION: On April 10, 2003, Staff received and opened bids for Contract No.
03-01, Village Parkway Improvements - Amador Valley Boulevard to Dublin Boulevard. This contract
consists of improvements for three separate capital projects: Village Parkway/Lewis Avenue Intersection

Improvements (part of CIP #94060, Downtown Improvement Implementation), Village Parkway Left-
Turn Lane Extension at Lewis Avenue (CIP #96300) and Village Parkway Median Landscaping between
Dublin Boulevard and Amador Valley Boulevard (CIP #94615).
The Village Parkway/Lewis Avenue Intersection Improvements, which is part of the Downtown
Improvement Implementation capital project, includes pedestrian enhancements by constructing sidewalk
bulbouts (extending the sidewalk comers at the intersection into the roadway) and constructing a
pedestrian plaza with landscaping and sitting benches at the northeast comer of the intersection.
The Village Parkway Left-Turn Lane Extension at Lewis Avenue improvements will increase the storage
capacity of the northbound Village Parkway left-turn lane at Lewis Avenue. Currently, during the peak
times, vehicles are stacking beyond the turning lane and blocking the northbound through-traffic.
The Village Parkway Median Landscaping improvements include removal of existing vegetation, addition
of topsoil to existing planting beds to match the gu'ade of the paving stones, replacement of irrigation
spray heads and replanting median islands on Village Parkway between Amador Valley Boulevard and
Dublin Boulevard.
A total of two (2) bids were received (see Attachment 2). The low bidder is Granite Construction
Company with a bid of $221,576.00. Staff has reviewed the bids and determined that Granite
Construction Company has satisfactorily performed similar projects for other public agencies.
Staff recommends that the City Council adopt the resolution awarding Contract No. 03-01 to Granite
Construction Company and approve the budget transfer in the amount of $10,672.

AWARDING CONTRACT NO. 03-01
VILLAGE PARKWAY IMPROVEMENTS -
AMADOR VALLEY BOULEVARD TO DUBLIN BOULEVARD
WHEREAS, the City of Dublin did, on April 17, 2003, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 03-01, Village Parkway Improvements - Amador Valley Boulevard to Dublin Boulevard,
which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said
work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid
hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 03-01 to the lowest responsible bidder therefor, to wit, Granite
Construction Company, at a bid of Two Hundred Twenty-One Thousand, Five Hundred Seventy-Six
Dollars and No Cents ($221,576.00), the particulars of which bid are on file in the Office of the City
Engineer.
PASSED, APPROVED AND ADOPTED this 6th day of May, 2003.
