Chairperson 2) Budget Change Form RECOMMENDATION: 1) Provide Staff with appropriate direction regarding providing /,,,7 , ~j requested volunteer and monetary support for "Operation: Welcome Home!" events. 2) If the City Council indicates a desire to provide monetary support, a Budget Change in the amount of $500 will need to be approved with funds allocated to the City Council's Community Promotion Account from the City's General Fund Unallocated Reserves. FINANCIAL STATEMENT: Currently, there is no budget allocation for the support of "Operation: Welcome Home!" which includes a request for $500. If the Council proceeds with this request, there will be a need to allocate funds to the City Council's Community Promotion Account from the City's General Fund Unallocated Reserves. DESCRIPTION: During its meeting of April 15, 2003, the City Council briefly discussed its interest in participating in a Th-Valley effort to welcome home troops as the military phase of Operation Iraqi Freedom concludes. During that discussion, Mayor Lockhart advised the Council that she had been contacted by Larry Tucker, representing a large group of Th-Valley citizens (including members of Operation Moms of Livermore, Operation Moms of the Tri-Valley, Blue Star Moms, VFW of Livermore, VFW of Pleasanton, American Legion of Pleasanton, Daughter's of the Revolution - Livermore, Local Scout Troops, and the U.S. Army's 91st Division at Parks RFTA), who are eager to plan an all-day welcome home event to honor their returning sons and daughters. Since then, the City has received a formal request for volunteer and monetary support from the Chairperson of"Operation: Welcome Home!" G:\CC-MTGSX2003-qtr2kMayXS-06-03\as-oper welcome home.doe The event is being sponsored by the City of Livermore and is tentatively scheduled for Saturday, August 16, 2003. The event will kick off with a parade commencing at 10:00 a.m., to be followed by a BBQ picnic and awards ceremony at Robinson Park in Livermore. Attendance is estimated at 5,000 to 8,000 people. Because of the regional nature of the event, the citizen's group is seeking co-sponsorship from Dublin (as well as Pleasanton) in the form of additional security provided by "off-duty" police officers, City officials to participate in the parade, and other volunteers to assist in event coordination and organization. The group is also requesting a contribution of $500 (matching the City of Livermore's contribution) to offset the expense of the event. Staff recommends that the City Council give direction to Staff as to the group's request. If the City Council's direction is for Dublin to co-sponsor the event, Staff would work with event organizers to identify specific needs and solicit volunteers from City Staff, as well as community organizations, to help with the event. Additionally, the Council will need to approve a budget change in the amount of $500 to be allocated to the City Council's Community Promotion Account from the City's General Fund Unallocated Reserves. I represent a large group of enthusiastic citizens of the Tri-Valley who are planning a welcome home event for our sons and daughters who will soon be returning from Operation: Iraqi Freedom. Some of these groups include Operations Moms - Livermore, Operation Moms -Tri Valley, Blue Star Moms, VFW-Livermore, VFW- Pleasanton, American Legion - Pleasanton, Daughters of the Revolution - Livermore, Local Scout troops, and the U.S. Army's 91 st Division from Camp Parks. The support for this event has been overwhelming. The event will include a patriotic parade followed by a picnic / barbeque and an Honors Ceremony for our troops. (A commemorative medal will be given to each troop in appreciation for their service from the Cities and citizens of the Tri-Valley.) This is a Tri-¥ailey event hosted by the City of Livermore. However we are seeking co-sponsorship from Dublin and Pleasanton. In view of the current economic environment, we feel it makes good sense to unite our efforts and resources to produce one large and glorious event for our well deserving troops. We are planning this event for Saturday, August 16, 2003. We will kick off the day with a parade commencing at 10:00 AM on the 2nd / 3rd Street route, Livermore. The parade will be followed by a picnic / barbeque / awards ceremony at Robinson Park, Livermore. Attendance is estimated at 5000 to 8000.This event has been unanimously approved by the Livermore City Council at the 4/28/03 meeting. The City of Livermore is graciously providing us with permits, facilities, logistical and personnel support, and a $500 allocation. Any support from the City of Dublin would be greatly appreciated by our troops, their families and the citizens of the Tri-Valley. Some areas of need would be in the provision of additional security by your "off-duty" police force, public relations, city officials in the parade, and any "manpower" available. Of course a matching contribution of $500 would help to offset the enormous expense of such an undertaking. If you have any questions please contact me at (925) 462-2592.
