The pedestrian curb ramps are funded through a Community Development Block Grant (CDBG). * The ramp replacement at the Dublin Swim Center is also funded through the General Fund (001) and is part of the ADA (American with Disabilities Act) Building Conformance Upgrades as identified in the 2002-2007 Capital Improvement Program. The concrete work was included with the Annual Sidewalk Safety Repair Program as a cost -savings measure. DESCRIPTION: The Annual Sidewalk Safety Repair Program repaired sidewalk offsets of 3/4-inch or more that posed a tripping hazard. This process was used in locations where the offset was more significant or where tree roots caused the offset. The repair required removal of the --------------------------------------------------------------- COPIES TO: Lucas Concrete, Inc. fit' ITEM NO. g:mntcproj\sidewalk\2002-2003VWS acceptance existing sidewalk, and in the case of root problems, removal of the tree roots, and then replacement of the concrete sidewalk. While maintenance of sidewalks and other frontage improvements is legally the responsibility of the private property owner, the City Council has adopted a City-paid sidewalk repair program on a year-by- year basis since 1983. At the budget hearing for Fiscal Year 2002-2003, the City Council extended the funding of the repair program for an additional year. This year, the sidewalk safety repair program included construction of two (2) pedestrian curb ramps that were funded through a Community Development Block Grant. The replacement of the ramped sidewalk at the Dublin Swim Center was required to bring the main entrance into conformance with ADA standards. The existing ramped sidewalk length exceeded ADA standards, and thus, required an intermediate landing midway through the walkway. The replacement of this ramped sidewalk was included with the Annual Sidewalk Safety Repair Program as the work is similar. Staff has reviewed the work performed under this contract and has determined that the work is complete. Staff recommends that the City Council accept the improvements under Contract No. 02-16, 2002-2003 Annual Sidewalk Safety Repair Program and Curb Ramp Installation, and authorize the release of retention after 35 days if there are no subcontractor claims.
