Shannon Park Water Play Area Authorization to Bid Contract #13 -06

EXECUTIVE SUMMARY:
The 2012 -2017 Capital Improvement Program includes the renovation of the Shannon Park
Water Play Area. On November 6, 2012, the City Council approved the conceptual plan for the
new water play area. The construction documents have been completed and Staff is seeking
City Council authorization to bid the Shannon Park Water Play Area for construction.
FINANCIAL IMPACT:
The 2012 -2017 Capital Improvement Program (CIP) includes a total appropriation of $535,540
for the project with expenses to be incurred over multiple fiscal years. The total amount
appropriated for construction is $394,000. The cost of the construction is now estimated at
$453,687 (including a 15% contingency) resulting in a potential funding shortfall as follows:
Engineer's Estimate for Construction including 15% Contingency $453,687

Potential Funding Shortfall (depending on actual bid results) $59,687
The additional costs are related to unforeseen requirements of the State Health Code and the
Americans with Disabilities Act. If the actual bids for the project exceed the available project
budget, when the contract is awarded Staff will prepare a budget change for City Council
consideration appropriating additional funds from Public Facility Fees. There is a sufficient fund
balance in Public Facility Fees to approve a budget amendment, if necessary.
RECOMMENDATION:
It is recommended that the City Council authorize Staff to advertise Contract No. 13 -06
Shannon Park Water Play Area.

DESCRIPTION:
As part of the 2012 -2017 Capital Improvement Program the City Council authorized the
renovation of the Shannon Park Water Play Area and the design of project was initiated during
Fiscal Year 2012 -2013. On November 6, 2012, the City Council approved the conceptual
design and layout of the new water play area (Attachment 1). Based on the approved plan, the
Consultant has completed the construction documents and Engineer's cost estimate.
If the City Council authorizes Staff to advertise for bids, it is anticipated the City Council would
consider awarding the construction contract on June 4, 2013. Since the project includes a pre-
fabricated building to house the pumping equipment and a shower facility, the initial work on the
project will entail completing the design and submittal of the pre- fabricated building as well as
procurement of long -lead items for the project. With that in mind, it is anticipated that site
construction will begin in August, leaving the existing play area open for most of the summer. It
is anticipated construction would be completed by the end of 2013.
As shown in Attachment 1 the new splash pad will include one water tunnel, three water jellies,
one team spray cluster, two wall sprays and one ground geyser for an area totaling 1,520
square feet.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Advertisement of project will be listed as a public notice in the Valley Times and posted on the
City of Dublin's website. In addition, plans and specifications will be submitted to plan rooms
throughout the Bay Area.
