FINANCIAL STATEMENT:
Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover the minor cost of installing two "No Parking" signs
DESCRIPTION: City Public Works Staff and Police Services Staff have observed
vehicles parked on a daily basis around the curb return at the northwesterly comer of the Scarlett Court /
Scarlett Drive intersection. When vehicles park inside an intersection, they become fixed objects and
could conflict with traffic and pedestrian flow through the intersection. Curb returns need not be
explicitly designated as No Parking zones and motorists parked in these areas can be cited if they block
marked pedestrian crosswalks.
However, at the Scarlett Court / Scarlett Drive intersection, motorists manage to park their vehicles
around the northwesterly curb return without blocking the existing crosswalk on Scarlett Drive. As a
result, these motorists cannot be cited under the provisions of the California Vehicle Code, and, therefore,
will continue to park in this area legally unless they block the Scarlett Drive crosswalk. The large-radius
curb return at this comer seems to further encourage motorists (including BART riders) to park in this
area everyday. The continued misuse of this curb retum area as a parking zone could create a safety
hazard for motorists and pedestrians traveling through the intersection. At the present time, vehicles
parked in this area may block the view of pedestrians for a left turning vehicle from Scarlett Court onto
Scarlett Drive.
Based on the above, Public Works Staff recommends establishing a No Parking zone around the
northwesterly comer of the Scarlett Court / Scarlett Drive intersection to enhance traffic and pedestrian
safety at this location. The No Parking zone would cover the area between the Scarlett Drive crosswalk
and the adjacent U-Hall driveway, for a total of 49 feet, as shown on the attached Location Map. This No
Parking zone will further enable motorists on Scarlett Court to see pedestrians as they start crossing
Scarlett Drive from the northwesterly comer of the intersection.

It is further recommended that two signs be used to designate this area as a No Parking zone, rather than
painting a red curb, since intersection curb retums are normally left unpainted. Parking is currently
prohibited on both sides of Scarlett Drive.
City Staff has coordinated with the general manager of the adjacent U-Haul business and received his
concurrence on the proposed No Parking zone on Scarlett Court.
Staff recommends that the City Council adopt the resolution approving the No Parking zone on Scarlett
Court immediately west of Scarlett Drive.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING NO PARKING ZONE ON SCARLETT COURT
IMMEDIATELY WEST OF SCARLETT DIRVE
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.250, and in the interest of
public safety, parking is prohibited on the northerly curbline of Scarlett Court, fi~om the westerly curbline
of Scarlett Drive, west a distance of 49 feet.
Section 2. Said No Parking Zone shall be added to Section 6.28.010 of the City of Dublin Traffic
Code.
PASSED, APPROVED AND ADOPTED this 17th day of October, 2000.
