DESCRIPTION: Curtiss Dodge, 6451Scarlett Court, submitted a letter requesting that the City establish a loading zone along the curb in front of their property in order to provide a place for transport trucks to unload automobiles being delivered to the dealership. Parking is currently prohibited on both sides of Scarlett Court from Dougherty Road to a point approximately 60 feet south of the driveway of the Valley Boat House. On-street parking is allowed for the approximately 80 feet remaining between this no-parking zone and the driveway of Curtiss Dodge. When cars are parked along this curb, the transports are forced to double-park, creating a hazardous situation for motorists traveling along Scarlett Court. This item was previously heard at the meeting of August 24th and was continued to the meeting of September 14th, at which John and Shirley Corallo of the Valley Boat House requested that the loading zone be located on the southeasterly side of the Curtiss Dodge driveway and that the curb between the Valley Boat House driveway and the Curtiss Dodge driveway be designated as a one-hour parking zone in order to allow customers of both businesses to park along the curb. Staff has spoken with Steve Haworth of Curtiss Dodge, who confirms that this solution is satisfactory. Approximately 20 feet of curb southeasterly of each driveway will, however, be designated no parking to allow for adequate sight distance for exiting vehicles. Staff has revised the draft ordinance to reflect these changes and recommends that the City Council adopt the ordinance on an urgency basis as public safety is affected. iTEM NO._~~ , COPIES TO: Curtiss Dodge Valley Boa~ House TJKM ORDINANCE NO. -87 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING TRAFFIC REGULATIONS The City Council of the City of Dublin does ordain as follows: Section 1. LIMITED PARKING Article 9, relating to "Limited Parking Zones" of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-336.17 to read: One Hour Parking, 6:00 a.m. to 6:00 p.m. 6-336.17 Scarlett Court: On the northeasterly curbline, from a point 237 feet from the easterly curbline of Dougherty Road, southeasterly a distance of 123 feet. Section 2. LOADING ZONES: Article 10, relating to "Loading Zones,"'of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Section 6-411 to read: 6-411Scarlett Court: On the northeasterly curbline, from a point 417 feet from the easterly curbline of Dougherty Road, southeasterly a distance of 100 feet. Section 3. NO PARKING ZONES: Article 7, Section 6-289.66 relating to "No Parking Zones," is amended as follows: 6-289.66 Scarlett Court: On the southerly curbline, from the easterly curbline of Dougherty Road, southeasterly a distance of 252 feet; and On the northerly curbline, from the easterly curbline of Dougherty Road, southeasterly a distance of 237 feet; from a point 397 feet southeasterly of the easterly curbline of Dougherty Road, southeasterly a distance of 20 feet. Section 4. IMMEDIATE EFFECT: This Ordinance shall take effect and be in force immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 5. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. Unfortunately, you did not give us sufficient notice to review this proposal before the August 24th City Council meeting. Also, John and _ are leaving on a business trip tomorrow and will not be able to attend this very important meeting. - We are formally requesting that the public hearing of the Curtiss Dodge request for a loading zone be postponed and moved to August. 31 , 1987 or September 7, 1987.
