FINANCIAL STATEMENT: None at this time. DESCRIPTION: In a letter dated March 13, 2002 the Office of the Chief, Army Reserve (OCAR) requested that the City commence a General Plan Amendment Study to allow for the eventual transfer and private development of 187 acres of Army property on the south end of Parks RFTA along Dublin Boulevard. The City Council reviewed the request at its meeting on April 2, 2002 and had concerns about the proposal itself as well as the commitment of staff time to complete the study. The City Council voted to table the request for one year. In a follow-up letter dated March 19, 2003, the Director of the Army Reserve Division requested that the City Council reconsider the Army's request to begin a General Plan Amendment Study. (Attachment 1) Additionally, at the City Council's Goals and Objectives workshop on March 31, 2003, the City Council moved processing the Parks RFTA General Plan Amendment from "medium" to "high" priority. If the City Council authorizes a General Plan Amendment Study, Staff would: · Develop a public participation component as part of the Amendment process for City Council approval; · Begin working with the applicant to complete a traffic and circulation study for the area to determine feasible uses of the land based on City policies and standards; G:LPA#L2003\03-015\CC Staff Report GPA study. ITEM NO. ~j~_~ · Work with the applicant to develop a workable land use plan; · Examine the proposed access routes and circulation patterns for vehicles and pedestrians; · Make a recommendation on annexation to existing specific plans and impact fee ordinances; · Prepare an environmental document; · Analyze the proposal in relation to other City documents and make recommendations for any amendments that may be required. It is anticipated that this project would take a substantial amount of staff time for processing and a minimum of 18 to 24 to months to complete. At the City Council meeting of March 4, 2003, the Council discussed the ambitious work plan for the Fairway Ranch Affordable Housing Project and how it might affect other projects. It was acknowledged that any new projects proposed for initiation by the City will automatically postponed until at least August 2003. If the amendment study is approved by the City Council, Staff will attempt to begin work on the project before August, but that cannot be guaranteed. With these issues in mind, the City Council needs to determine whether a General Plan Amendment Study should be authorized. Recommendation Staff recommends that the City Council receive the staff presentation and public testimony; question Staff and the public, and adopt a Resolution authorizing the General Plan Amendment Study request. (Attachment 2) DEPARTMENT OF THE ARMY  WASHINGTON, DC 20310-0600 REPLYTO March 19, 2003 ATTENTION OF Army Reserve Division Mr. Rick Ambrose City Manager City of Dublin 100 Civic Plaza Dublin, CA 94568 Dear Mr. Ambrose: As recommended by Planning Staff the U.S. Army would like to reaffirm its interest in processing the application for rezoning the 187 acres at the southern portion of Parks RFTA. The U. S. Army has named this project Dublin Crossing, and would like to reference this project in the future as Dublin Crossing. The U.S. Army has complied with the City of Dublin's request to wait one (1) year before re- introducing the Dublin Crossing project. The U.S. Army would like consideration by the City of Dublin to initiate a General Plan Study during the calendar year 2003. We understand that there are other projects underway that require Council and Staff's time and attention, and this request is to simply initiate the process. At the appropriate time, we would initiate the first step, which will be to submit an application to the City of Dublin to process a traffic study to be prepared by an outside consultant working for the City. The U.S. Army is prepared to submit that application along with the appropriate fees, so that the traffic study can be completed sometime in mid - 2003. Therefore, as the Planning Staff's time becomes more available later in the year, the traffic study will already be complete. We understand that there is a City Council meeting on March 31, 2003 to determine how the City's Staff time and resources will be allocated in 2003. In conclusion, the purpose of this letter is to emphasize the importance of this project to the U.S. Army, and request your favorable consideration on March 31, 2003. Fougner Colonel, US Army Director, Army Reserve Division RESOLUTION NO. - 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING THE INITIATION OF A GENERAL PLAN AMENDMENT STUDY FOR THE U.S. DEPARTMENT OF DEFENSE, DEPARTMENT OF THE ARMY, ARMy RESERVE DIVISION FOR 187 ACRES AT THE SOUTHERN PORTION OF PARKS RFTA, ASSESSOR PARCEL NUMBER 986-1-1-15 (partial) PA 03-015 WHEREAS, a General Plan Amendment Study has been requested by the Department of the Army, Am~y Reserve Division for 187 acres located at Parks RFTA between Dublin Boulevard and Fifth Street, Arnold Road and Iron Horse Trail; and WHEREAS, a General Plan Amendment would be required to allow a change in designation from Public Lands (United States military uses) to Residential, Commercial, or other private development uses; and WHEREAS, additional entitlements including zoning, site development review; subdivision map, and associated permits would need to be processed before development could occur; and WHEREAS, Section 65358(a) of the State of California Government Code states that an amendment to the General Plan shall be in a manner specified by the legislative body; and WHEREAS, the initiation request has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and WHEREAS, a Staff report was submitted outlining the issues surrounding the request; and WHEREAS, the City Council did hear and consider all such reports, recommendations, and testimony hereinabove set forth and supports the initiation of a General Plan Amendment Study for the 187-acre site. NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does hereby approve the initiation request for a General Plan Amendment Study for the site located at Parks RFTA.
