Thompson, Public Works Director ATTACHMENTS: Draft City of Dublin Letter of Support RECOMMENDATION FINANCIAL STATEMENT: Approve Letter of Support and Authorize Mayor to sign letter The Alameda County Expenditure Plan would allocate at least $7.0 million dollars for the BART Extension to Livermore Environmental Study if project is included in the Plan and approved by voters. DESCRIPTION: The existing Half-Cent Sales Tax Transportation Program has provided several hundred millions of dollars for improving the local and regional transportation system in Alameda County. This tax will expire March 31, 2002, unless an extension of the tax is approved by voters. An extension of the program past Year 2002 was presented on the ballot to voters in June of 1998. Although a majority of the voters (58.5%) voted in favor of the measure, it failed to achieve the two-thirds approval required for special taxes. Alameda County Transportation Authority (ACTA), the administrator of the program, is proposing to again put this measure before the voters with a revised Expenditure Plan. One of the proposed projects included in the revised Expenditure Plan is the BART Extension to Livermore Environmental Study. This environmental study is the first step in defining the precise alignment and project limits of the BART extension project to Livermore, including more accurate cost estimates and approval of the project environmental document. At least $7.0 million dollars is proposed to be allocated in the Expenditure Plan for this project.' Staff believes that the BART extension project to Livermore is a high priority project in the Tri-Valley that will alleviate traffic congestion on 1-580 by providing an alternative mode of transportation. It would further reduce congestion around the existing Dublin/Pleasanton BART Station. The funding of environmental work will provide seed money to initiate the engineering of the project. Staff has prepared a letter addressed to ACTA supporting the inclusion of the BART Extension to Livermore Environmental Study in the revised Expenditure Plan. The City of Dublin supports the inclusion of this project in the Expenditure Plan. Funding of the environmental study will provide seed money to initiate engineering of the project. Furthermore, the study will define the project's precise alignment and limits, provide more accurate cost estimates and approval of the project environmental document.
