FINANCIAL STATEMENT: None at this time. DESCRIPTION: At the meeting of January 12, 1987, the City Council approved installation of STOP signs on Larkdale Avenue at the intersection of Bristol Road, replacing existing Yield signs. A resident who lives at this intersection, Mr. Arthur Krause, subsequently contacted the City Council and stated that he felt this should be a four-way STOP because of the speeding problem on Bristol Road. At the meeting of February 23rd, the City Council requested that Staff re-study the intersection from the standpoint of installing STOP signs on Bristol as well as on Larkdale and place the item on a future agenda. TJKM has performed the study and submitted a report, which is summarized as follows: Traffic Counts and Warrants The total vehicular volume entering the intersection from Bristol Road is 732 vehicles per day. The total volume from Larkdale Avenue is 284 vehicles per day. Total in a 24-hour period is 1,016 vehicles. Warrants for a four-way STOP state that vehicular volume from all approaches must average 300 vehicles per hour for eight hours of an average day. The highest hour of the day at this intersection had an approach volume of 141 vehicles; the average per hour for the highest eight-hour period was 82. Speed Study A radar speed study was performed on Bristol near Larkdale and also midblock on Bristol between Larkdale and Brighton. Speeds recorded at the intersection were slightly less than at midblock. The 85th percentile speeds were 27 m.p.h. and 30 m.p.h. respectively. Most drivers drove between 20 m.p.h. and 29 m.p.h. Accident History There was one reported accident at this intersection between 1984 and the present. That accident, in 1985, was a broadside collision resulting in three injuries that occurred when a motorist drove through the YIELD sign and was cited for failure to yield the right-of-way. Recommendation TJKM recommends against installation of STOP signs on Bristol Road because of the low traffic volume, acceptable speed range, and good accident history. Staff recommends that the City Council review this report, take testimony from the public, and direct Staff to take appropriate action if any is deemed necessary. On December 18, 1986, TJKM submitted a memorandum which recommended the replacement of the YIELD signs with STOP signs. The City Council approved the replacement and STOP signs have been installed. After the installation of these STOP signs, TJKM has received another request for investigation. This request is to evaluate the installation of STOP signs on Bristol Road, thus creating a 4-way STOP intersection. Methodology TJKM conducted 24-hour traffic volume counts at the four approaches to the intersection. These volumes were checked against the Warrants For Four-Way Stop Installation (Figure 1). TJKM also conducted a radar speed study on two locations on Bristol Road to assess the speeding problem along that roadway. A review of accident history was also performed. Traffic Counts and Warrants Count machines were set up at the four aPProaches to the intersection. The summaries for the counts are attached as Figures 2, 3, 4 and 5. The total volume on the northbound and southbound approaches of Bristol Road is 732 vpd. The total volume on the eastbound and westbound approaches of Larkdale Avenue is 284 vpd. The total traffic entering the intersection in a 24-hour period is 1,016 vehicles. Traffic is extremely light at this intersection. The warrants for a four-way stop state that the vehicular volume from all approaches must average 300 vehicles per hour for eight hours of an average day. The counts at Bristol Road and Larkdale Avenue show that highest hour of the day has an approach volume of 141 vehicles and the average vehicles for the highest eight hours is only 82 vehicles. This intersection definitely does not meet warrants for a 4-way stop. Radar Speed Study Figures 6 through 9 are summaries of the radar speed study conducted by TJKM. The studies were taken for traffic at two locations along Bristol Road. One sample was taken near the intersection of Larkdale Avenue and the other was taken mid- PLEASANTON · SACRAMENTO · FRESNO · CONCORD Mr. Lee Thompson -2- March 13, 1987 block between Larkdale Avenue and Brighton Drive. The surveys were done at these locations to determine if their driving behavior is different between mid- block and intersection locations. The speeds recorded at the intersection were slightly less than at mid-block. The 50th percentile northbound on Bristol Road at the intersection was 25 miles per hour (mph) while southbound was 23 mph. The 85th percentile speeds were 27 mph and 30 mph respectively. Most drivers drove between 20 mph to 29 mph. The 50th percentile speeds mid-block were 27 mph northbound and 28 mph southbound. The 85th percentile speeds in either direction were 31 mph. Most drivers mid-block drove between 22 mph and 31 mph. The recorded speeds along Bristol Road appear to confirm that a 25 mph prima facie speed limit is appropriate. Accident History There was only one reported accident at the intersection from 1984 to the present. That accident was a broadside collision and resulted in three injured persons. It happened on October 21, 1985. One driver drove through the YIELD slgn and was cited for violation of section 21803 (a), failure to yield right-of-way. Recommendation Because of low traffic volumes, an acceptable speed range and a good accident history, TJKM recommends against the installation of STOP signs on Bristol Road, and that the intersection remain a 2-way stop as is. nlc Enclosures 157-001 FIGURE 1 WARRANTS FOR FOUR-WAY STOP SIGN INSTALLATION Four-way stop sign installation may be considered if any of the following conditions exist, 1. VOLDF~E (a) Total vehicular volume entering the intersection from all approaches must average 300 per hour for any 8 hours of an average day. (24-hour equival- ent approximately 4000 vehicles.) (b) In addition, the vehicular volume entering the in- tersection from the minor street or streets for the same 8 hours must average at least 1/3 of the total volume entering the intersection (100 per hour min.) 2. ACCIDENTS Five or more of types susceptible of correction by stop signs within a 12-month period, with satisfactory ob- servance and enforcement of less restrictive control. 3. VISIBILITY The straight line sight distance on one or more approach- es of the major street for vehicles or pedestrians cross- . ing the intersection is less than 160 feet. 4. RESIDENTIAL AREA Volume warrants to be reduced to 60% of the values above if AL~ of the following conditions are met, (a) Both streets have residential frontage with existing 25 mph speed limits. (b) Neither street is an adopted through street. (c) Neither street exceeds 40 feet of roadway width. (d) No existing stop sign or signal is located on the more heavily traveled street within a distance of 800 feet. (e) Intersection has four legs, with streets extending 800 feet or more away from the intersection on at least three sides.
