RECOMMENDATION:
1) Accept improvements under Contract 99-10 and authorize
release of retention in the amount of $6,129.18 after 35 days
if there are no subcontractor claims.
2) Approve Budget Change to increase the Community
Development Block Grant funding by $696.00.

The Annual Sidewalk Safety Repair Program is paid through the General Fund (001) as a Capita1
Improvement Project. The construction cost of the handicap ramps is funded through a Community
Development Block Grant (CDBG).
After the initial CDBG allotments were made, additional CDBG funds became available. A budget change
of $696.00 from CDBG Fund (209) is necessary to fund the 13 ramps.
The grinding portion of constructiOn is scheduled for completion in February 2000.

DESCRIPTION: On October 19, 1999, the City Council awarded Contract No. 99-10,
Sidewalk Safety Repair (Remove and Replace) and Handicap Ramp Construction Program, to Vanguard
Construction. This project removed and replaced offset and broken sidewalk and curb and gutter, and
installed 13 handicap curb ramps.
While maintenance of sidewalks and other frontage improvements, is legally the responsibility of the
private property owner, the City Council has adopted a City-paid sidewalk repair program on a year-by-
year basis since 1983.
Staff has reviewed the work on the project and has determined that the work is complete and in
accordance with the approved specifications. Staff recommends that the City Council accept the
improvements under Contract No. 99-10 and authorize the release of retention in the amount of $6,129.18
to Vanguard Construction.
