Senate Bill 343 mandates supplemental materials that have been
received by the City Clerk's office that relate to an agenda item after
the agenda packets have been distributed to the City Council be
available to the public.
The attached document was received in the City Clerk's office after
distribution of the February 21, 2012 City Council meeting agenda
packet.

RE: Single Use Bag Ban Ordinance - Item 7.3, February 21, 2012 Agenda
Dear Mayor Sbranti,
On behalf of the California Grocers Association, I write to inform you of our comfort
implementing the Single Use Bag Ordinance passed by the Alameda County Waste Management
Authority. This ordinance incorporates all the necessary elements to maximize environmental
gain, while providing consumers no-cost and low-cost carryout bag options and eliminating
unnecessary financial and operational burdens to retailers. We also appreciate Alameda County
Waste Management Authority member jurisdictions acting in a unified and consistent manner.
The California Grocers Association is a non-profit, statewide trade association representing the
food industry since 1898. CGA represents approximately 500 retail member companies operating
over 6,000 food stores in California and Nevada, and approximately 300 grocery supplier
companies. Retail membership includes chain and independent supermarkets, convenience stores
and mass merchandisers. CGA members include a significant number of grocery companies
operating in Dublin and throughout Alameda County.
Using the Waste Management Authority to regulate carryout bags across Alameda County
creates substantial benefit for retailers. Unified regulation reduces implementation impacts and
eliminates competitive disadvantages between retailers. Without consistent countywide
regulation of carryout bags operational and financial challenges will emerge for both regulated
and unregulated retailers, especially when competing across jurisdictional lines or when
operating in multiple municipalities. Countywide regulation also creates consistency for
conswners eliminating any potential confusion.
CGA encourages the City of Dublin to commit to the countywide ordinance regulating carryout
bags. Please consider CGA a partner as you encourage reusable bag use and implement this
regulation.
