HomeMy WebLinkAbout09-19-2011 Approved PCSC MinutesPARKS AND COMMUNITY SERVICES COMMISSION REGULAR MEETING Minutes CITY OF DUBLIN September 19, 2011 The September 19, 2011 Regular Meeting of the Parks & Community Services Commission was called to order at 7:07 p.m. at the Dublin Civic Center, Dublin, California, by Chair Elias. PLEDGE OF ALLEGIANCE Chair Elias led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Bafaiz, Boboc, Elias, Jones, Mack, Totaro Commissioners Absent: None ORAL COMMUNICATIONS 3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisory Committee Mr. Tim Pedersen informed the Commission of the Senior Resource Fair being held on Saturday, October 1 from 10:00 a.m. to 2:00 p.m. as well as other upcoming events. He further reported that the Senior Center is attended by over 10,000 visitors per quarter, and that the Senior Center has good support from volunteers and the Senior Foundation. Youth Advisory Committee Cm. Bafaiz reported that at the last meeting the Advisory Committee decided to focus on the "Don't Text and Drive" campaign and promote the campaign at the schools. She reported that the Advisory Committee is also planning to solicit local restaurants in an effort to raise funds for the Youth Fee Assistance Program. 3.2 PUBLIC COMMENTS -None APPROVAL OF MINUTES -July 18, 2011 On a motion by Cm. Boboc, seconded by Cm. Mack, and by a vote of 5-0-1 with Cm. Jones abstaining, the Commission voted to approve the July 18, 2011 minutes as presented. Cm. Jones abstained from the vote as he was absent during the July 18, 2011 meeting. WRITTEN COMMUNICATIONS -None PUBLIC HEARING -None UNFINISHED BUSINESS -None P&CSC Meeting Minutes -September 19, 2011 NEW BUSINESS 8.1 PARKS AND COMMUNITY SERVICES STRATEGIC PLAN ANNUAL REPORT Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Mack stated that the "Dublin DiRECt" e-Newsletters are pretty fantastic and a quick way to be made aware of upcoming activities. Cm. Mack shared that Target gives grants that fund education and that they may be a good source of funding for the Youth Fee Assistance Program. Cm. Boboc asked if the City has a safety inspection program for the parks, and Ms. Diane Lowart, Parks and Community Services Director, said yes. Cm. Boboc asked about the possibility of the Dublin United School District opening the track at Dublin High School for public use. Mr. McCreary indicated that Staff would follow-up with the District on this topic. Chair Elias added that there are always users on the track when the facility is being used for Dublin High School team practices. Vice Chair Totaro and Cm. Jones stated that they were pleased with the report. Chair Elias asked if there were adequate funds in the Youth Fee Assistance Program based on the growth from 2009/2010 to 2010/2011. Mr. McCreary stated that Staff is discussing ways to raise additional funds, as there is a waiting list for the program. Chair Elias asked if there was any change in the type of programs the fees were being requested for from when it first started. Mr. McCreary indicated that requests continue to be made for a variety of programs. Chair Elias asked if there was any early indication of the amount of use the Heritage Park & Museums is getting. He stated that when he was there he had a hard time determining if the Kolb House was open for tours. Ms. Lowart indicated that use is steady and that she would follow-up regarding signage at the site. 8.2 HERITAGE PARK AND MUSEUMS FACILITY USE POLICY Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Vice Chair Totaro asked about the frequency of rentals at St. Raymond Church. Ms. Diane Lowart, Parks and Community Services Director, indicated that there are upwards of 10-12 weddings per year with additional uses for memorial services. Vice Chair Totaro expressed concern that residents may not have adequate time to reserve the facilities if non-residents are able to book nine months in advance. Mr. McCreary indicated that Staff would re-look at the policy after a year to analyze the breakdown of use between residents and non-residents. Vice Chair Totaro asked how Staff would block the outside rented areas from public use. Ms. Lowart explained that Staff would work with each applicant to determine what is necessary to keep the area reserved. Cm. Boboc asked about other City facilities with six-hour minimum rental periods. Mr. McCreary stated that the Shannon Community Center has asix-hour minimum rental period. P&CSC Meeting Minutes -September 19, 2011 Cm. Mack suggested that the City consider hiring an event planner to assist with rentals, which in turn could generate more revenue. Ms. Lowart indicated that the City did increase part-time staffing at the Heritage Park & Museums by 15 hours per week to assist with coordinating rentals, among other duties. Chair Elias asked how the nine month reservation period for non-residents compared with the rental policies of Shannon Community Center and the Dublin Senior Center. Mr. McCreary indicated that the reservation periods is the same. Chair Elias asked if Staff had a sense that residents were not able to reserve facilities based on the nine month reservation period for non-residents. Mr. McCreary indicated that he has not heard any complaints; however, the policy can be reviewed after one year. Chair Elias asked if the revenue generated by the discounted fees for the private-party package was sufficient to cover costs, and Mr. McCreary said yes. On a motion by Cm. Jones, seconded by Cm. Mack, and by a vote of 6-0-0, the Commission voted to recommend approval of the draft Heritage Park and Museums Facility Use Policy and Rental Fee Schedule to the City Council as presented. OTHER BUSINESS 9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF Cm. Mack reminded the Commission about the Senior Center Fit Fair and stated that the Fair is not only for seniors, but also the family members of seniors. Cm. Totaro asked about the attendance at the Family Movie Night held at the Heritage Parks & Museums last month. Mr. McCreary indicated that the attendance was less than the movie nights held at Emerald Glen Park. Ms. Lowart added that those in attendance shared with Staff their appreciation for having the movie at the Heritage Park. Cm. Totaro reported that the was unable to attend the Fallon Sports Park Master Plan Community Meeting, but that he had heard good feedback from those in attendance. Cm. Jones reported that he attended the Shamrock Soccer Tournament. He shared that he is a volunteer at the Heritage Park & Museums and has seen a lot of use of the site and people have shared with him how much they like it. Cm. Bafaiz asked about getting a booth for the St. Patrick's Day Festival. Mr. McCreary stated that he would provide her with the contact information. Chair Elias reported that he ventured to the Heritage Park & Museums and was pleasantly surprised with how it turned out. He shared that the Dublin High School football teams participated in the creek clean- up day and aclean-up of the Pioneer Cemetery. Ms. Lowart and Mr. McCreary provided program and project updates.
