Letter from Dublin Little League RECOMMENDATION: Approve Little League's request to modify Baseball Field B at Emerald ~,~.. ~~ Glen Park an dreimburse the City for the co st of the improvements. FINANCIAL STATEMENT: The estimated cost to complete the improvements is $3,215. This was not part of the annual park maintenance program. Therefore there are insufficient funds in the park maintenance budget to complete the project this Fiscal Year. Dublin Little League has agreed to reimburse the City for the total cost of the improvements. DESCRIPTION: The City has received correspondence from Dublin Little League requesting to modify Field B at Emerald Glen Park so that the diamond can be configured for both 80-foot and 90-foot play. The field is currently a 90-foot diamond, which is used by the juniors division. Three years ago, within the local little league district, a decision was made to add an 80-foot division in the juniors division. This was done to help ease the transition from the smaller 60-foot diamond. At this time the City of Dublin does not have any 80-foot diamonds. Neighboring cities have already converted some of their 90-foot diamonds and for the past year Dublin Little League has been renting fields in those cities to accommodate their players in the 80-foot division. Unfortunately these programs have grown in popularity in those communities and Little League is no longer able to rent those fields. In order to make Field B convertible from 90-feet to 80-feet the City would need to excavate excess sod and dirt to accommodate the 80-foot baselines, relocate sprinklers, set new base pegs, and compact new infield mix in the place of the sod. Base pegs would be installed at both 80-feet and 90-feet. When the pegs are not in use they would be covered with caps and buried so they are not a tripping hazard. RECOMMENDATION Little League believes modifying the field is vital to the positive growth of youth baseball in the community. As the City's population grows so will the demand for the 80' diamond. Therefore, Staff recommends the City Council approve Little League's request to modify Field B at Emerald Glen Park and reimburse the City for the cost of the improvements. DLL needs the following. }.Field b would need its base distance shortened to 80 feet. 2. The infield grass will not be replaced but rather new base areas cut out of the existing grass and the old area filled in with new sod. 3. The existing mound needs to be centered. 4. MCE to manage alt irrigation, drainage and grading issues. Approving and proceeding with this project will considerably aid DLL. Currently DLL is paying a high rate to use other cities fields.
