FINANCIAL STATEMENT: Sufficient funds are included in the FY 2000/2001 Budget DESCRIPTION: At the May 16, 2000, meeting of the City Council, the City Manager was authorized to negotiate and execute an agreement with Eckerstrom Productions for the production and management of the Dublin Pasta Festival. The City Council also selected October 7-8 as the dates for the 2000 festival. Eckerstrom Productions has been working with Staff over the past three months. Despite having a shortened planning period, preparations for the event are progressing without any significant problems. The festival will be held on Amador Valley Boulevard between Regional Street and Donohue Drive. In addition to the space on the street, the festival will also utilize the library parking lot and a small portion of the Shamrock Village Shopping Center. Over 100 artists and commercial vendors will line the street. The event will include local restaurants and food vendors serving pasta samplings. Golden Grain Mission Pasta will be sponsoring a new Cooking Demonstration venue featuring gourmet chefs preparing pasta dishes. The two stages for entertainment at the festival will feature jazz musicians and local community talent. Additionally there will be children's attractions and carnival games. Staff from Parks and Community Services, Police, Fire and Public Works met with Eckerstrom Productions to discuss event logistics. At the time this report was prepared, Eckerstrom Productions was still developing the parking and transportation plan for the event. Similar to the St. Patrick's Day Festival, there will be no designated event parking for visitors. However, the promoter is working with Wheels and BART to arrange for a shuttle between the BART station and the festival site. Additionally they are arranging for temporary handicap parking next to the festival. Details regarding the shuttle and handicapped parking will be printed in the event advertising as well as posted on the City's website and event hotline. The event will require the City Council to adopt the attached resolution closing Amador Valley Boulevard between Regional Street and Donohue Drive. The road closure will begin on Friday, October 6, at 10:00 P.M. and end on Monday, October 9, at 1:00 A.M. Businesses affected by the road closure were mailed a Road Closure Notification in August. Additionally, residents in the neighborhoods noah of the festival will also be sent a Road Closure Notification prior to the event. The newspaper sponsor for the event is Contra Costa Newspapers. They will be producing a color pullout advertising section that will be distributed the Thursday prior to the event to their subscribers in Dublin, Pleasanton, Livermore, San Ramon, Danville and Alamo. They will also mail the tab section to their non- subscribers in Dublin. Contra Costa Newspapers will be providing advertising throughout their entire system, which includes the Valley Times, San Ramon Valley Times, Contra Costa Times, West County Times and the Hills Newspaper Group in the East Bay. Eckerstrom Productions will also be purchasing advertising with ANG Newspapers and Bay Cable Advertising for television commercials. The newspaper and television ads will be running the week prior to the event, as well as on the weekend. of the festival. Eckerstrom Productions has contracted the services of local artist Karen Mason to develop the artwork for the festival logo. The logo will be printed on the event posters, print advertising and commemorative glassware. Ms. Mason specializes in watercolors and has developed several pieces of artwork for other festivals such as the San Ramon Art & Wind Festival. The work of Karen Mason is represented in collections in Hong Kong and Canada as well as the United States. Staff will present samples of the artist's work at the City Council meeting. The process used by the artist to develop a logo for a festival such as the pasta festival is to create conceptual line drawings. The conceptual line drawings are in black and white and are not entirely representative of the final work. Once the preferred line drawing is selected, the artist then further refines the drawing and paints it using complimentary watercolors. The artist has developed three conceptual line drawings depicting the event logo, which are shown in Attachment 1. Before proceeding with the painting of the final design, the artist would like further direction from the City Council as to the preferred artwork for the logo. In order to meet the schedule for production of the poster and glassware, a decision on the logo must be made at this meeting. The posters will be distributed two weeks prior to the festival and the glassware will be available for sale at the festival. RECOMMENDATION Staff recommends that the City Council adopt the resolution for the street closures and provide Staff with direction on the preferred event logo. Drawings are not representative of final product dublin pasta festival Dublin Pasta Fest;ival ATTACHMENT RESOLUTION NO. - O0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING TEMPORARY STREET CLOSURES FOR 2000 DUBLIN PASTA FESTIVAL WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special evems, and other purposes: as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing"; and WHEREAS, the City annually celebrates the Dublin Pasta Festival; and WHEREAS, these events are held on City streets; and WHEREAS, the City has determined that it is necessary for the safety and protection of the public to temporarily close City streets as follows; Amador Valley Boulevard, from Regional Street to Donohue Drive Start: Friday, October 6, 2000 at 10:00 P.M. End: Monday, October 9, 2000 at 1:00 A.M. WHEREAS, signs giving notice of the street closures will be posted at all road entrances; and WHEREAS, traffic control devices erected by the City to effectuate the road closures will conform to the uniform standards adopted by the State Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize the aforementioned temporary street closures for the 2000 Dublin Pasta Festival..
