Lincoln Highway Sign Proposal

EXECUTIVE SUMMARY:
The City Council will receive a report on a request from the Dublin Historical Preservation
Association (DHPA) to install four historic "Lincoln Highway" signs at strategic locations on
Dublin Boulevard.
FINANCIAL IMPACT:
The estimated cost for signs, permits and installation is $786; the costs will be paid for by
DHPA.
RECOMMENDATION:
Staff recommends that the City Council receive the report and approve the Lincoln Highway
Sign Proposal.

The Dublin Historical Preservation Association (DHPA) has expressed an interest in becoming a
sponsor of the Lincoln Highway Association (LHA) by procuring and installing four (4) identical
"Lincoln Highway" historical signs in Dublin. As such, correspondence has been received from
DHPA President, Steve Lockhart, requesting City Council consideration of this request
(Attachment 1). The signs would be placed generally near the intersections of Dublin Boulevard
and Dublin Court as shown in Attachment 2 and Dublin Boulevard and Donlon Way as shown in
Attachment 3. These are considered two general locations where the original Old Lincoln

Highway existed. The standard metal signs are 12" wide x 20" long in size. A sample sign will
be presented at the City Council meeting.
The signs are part of an effort by the LHA to post historical signs that signify the Old Lincoln
Highway that crossed the country many years ago. The signs have the same "template" and
several cities in California are being contacted to post the signs within their jurisdictions. DHPA
is prepared to cover all expenses associated with the proposal including the purchase of the
signs, the cost to the City to install the signs and replacement of the signs if needed.
The signs and proposed locations have been reviewed by the Public Works Department and
have been tentatively approved for installation, pending acceptance and approval by the City
Council. Currently, the Historic Associations in San Leandro and Livermore have agreed to
accept the LHA California Chapter sponsorships; Stockton and Pleasanton have also shown an
interest to become sponsors. Additionally, the LHA signs have already been installed in Tracy,
Banta, Lathrop, Mountain House, and along the Altamont Pass and Grant Line Road (Alameda
County).
At the October 13t" Heritage and Cultural Arts Commission meeting, City Historian, Georgean
Vonheeder-Leopold and LHA Field Representative, Michael Kaelin provided history regarding
DHPA's request and the overall project. The Heritage and Cultural Arts Commission
unanimously recommended approval of the Lincoln Highway Sign Proposal to the City Council.

The DHPA is requesting to purchase and install four {4) historical signs provided by the Lincoln Highway
Association {LHA). The locations of the signs would be within a block or so of:
• Dublin Boulevard and Dougherty Road
• Dublin Boulevard and Donlon Way
The DHPA is prepared to pay all costs associated with the request, including; purchasing the signs,
paying for sign permits, paying far installation of sign poles {if required) and installation on existing
poles. The signs are 12" wide x 20"high. The signs signify the "Old Lincoln Highway" that crossed the
