RECOMMENDATION: Receive report and recommend approval of the Lincoln Highway
Sign proposal to the City Council
FINANCIAL STATEMENT: The estimated cost for signs and installation is $1,216; the costs will
be paid for by DHPA
DESCRIPTION: The Dublin Historical Preservation Association (DHPA) has
expressed an interest in becoming a sponsor of the Lincoln Highway Association (LHA) by procuring and
installing four (4) historical signs near the intersections of Dublin Boulevard and Donlon Way and Dublin
Boulevard and Dougherty Road (Attachment 1). The signs are part of an effort by the LHA to post
historical signs that signify the Old Lincoln Highway that crossed the Country many years ago. The signs
have the same "template" and several cities in California are being contacted to post the signs within their
jurisdictions. DHPA is prepared to cover all costs associated with the proposal, including: purchasing the
four signs ($156), encroachment permits and sign installation (including posts, drilling/cementing, and
sign attachment =four @ $265). Depending on existing sign posts, the overall costs could be less.
The signs have been reviewed by the City of Dublin Public Works Department and have been tentatively
approved for installation, pending acceptance and approval by the City Council. The exact locations of
the four signs on Dublin Boulevard will be determined by the City's Senior Traffic Engineer in
consultation with Staff. The standard metal signs are 12" wide x 20" long in size.
Currently, the Historic Associations in San Leandro and Livermore have agreed to accept the LHA
California Chapter sponsorships; Stockton and Pleasanton have also shown interest to become sponsors.
Additionally, the LHA signs have already been installed in Tracy, Banta, Lathrop, Mountain House, and
along the Altamont Pass and Grant Line Road (Alameda County).

At the October 13~' Heritage and Cultural Arts Commission meeting, City Historian, Georgean
Vonheeder-Leopold and LHA Field Representative, Michael Kaelin will provide some history regazding
DHPA's request and the overall project.
RECOMMENDATION: Staff recommends that the Heritage and Cultural Arts Commission
receive the report and recommend approval of the Lincoln Highway Sign proposal to the City Council.

The DHPA is requesting to purchase and install four (4) historical signs provided by the Lincoln Highway
Association (LHA). The locations of the signs would be within a block or so of:
• Dublin Boulevazd and Dougherty Road
• Dublin Boulevard and Donlon Way
The DHPA is prepazed to pay all costs associated with the request, including; purchasing the signs,
paying for sign permits, paying for installation of sign poles (if required) and installation on existing
poles. The signs aze 12" wide x 20" high. The signs signify the "Old Lincoln Highway" that crossed the
