Staff is seeking City Council authorization for Staff to advertise for bids FINANCIAL IMPACT: The project is funded by the American Recovery and Reinvestment Act -Energy Block Grant Funds. Project Budget $186,700 Amount Available for Construction $160,404 Engineer's Estimate for Kolb, Shannon and Dolan Park $143,983 Add 10% for Construction Contingency $14,398 Total Estimated Cost for Construction $158,381 RECOMMENDATION: Staff recommends that the City Council authorize Staff to advertise Contract No. 11-11, Park Lighting Replacement Project. Submitted By Reviewed By Director of Parks and Community Services Assistant City Manager Page 1 of 2 ITEM NO. 4.4 DESCRIPTION: The 2010-2015 Capital Improvement Program includes the Energy Block Grant Project (Project 950012) which provides for the replacement of park lighting at Kolb, Dolan and Shannon Parks. Design was initiated in Fiscal Year 2010-2011 and construction will conclude in Fiscal Year 2011-2012. The project entails removal and replacement of park pathway lights including existing poles and light fixtures along with the addition of some new lights where gaps in illumination levels occurred. At Shannon Park the lights in the parking area will be replaced as well. The replacement of the metal halide lamps with a more energy efficient light emitting diodes (LED) will result in a total estimated energy reduction of 42% or $1,200 per year for all three sites. In addition, the LED's last significantly longer than the metal halide lamp which reduces the amount of labor and materials cost in replacing the lamps. This project is funded by the American Recovery and Reinvestment Act passed in 2009 through the Energy Block Grant Program. The schedule for the project is as follows: 1) Authorization to Advertise for Bids September 2011 2) Award Contract November 2011 3) Project Construction December 2011-January 2012 NOTICING REQUIREMENTS/PUBLIC OUTREACH: Advertisement of project will be listed as a public notice in the Tri-Valley Herald. In addition, plans and specifications will be submitted to plan rooms throughout the Bay Area. Staff does not anticipate significant disruption of park use during installation of lights.
