McCarthy, Commander EXECUTIVE SUMMARY: Funds have been reserved in Fiscal Year 2011-2012 for the purchase of a license plate recognition system to aid criminal investigations. Staff is requesting the City Council waive the competitive bidding process and authorize the purchase of the license plate recognition system from PIPS Technology. FINANCIAL IMPACT: Adequate funding is available in the Fiscal Year 2011-2012 Police Investigations Budget (Federal Asset Seizure Funds). The costs, including delivery, total approximately $22,240. RECOMMENDATION: Staff recommends that the City Council adopt the resolution "Authorizing Staff to Purchase PAGIS License Plate Recognition System from PIPS Technology." The City Purchasing Ordinance provides the City Council with authority to waive the competitive bid process. " � - ow 1.,4, — -. Lf j4- DESCRIPTION: In the Fiscal Year 2011-2012 Budget Dublin P'olice Services reserved funds to purchase a "Mobile Law Enforcement Automated License Plate Recognition System." The I'icense plate recogni~ion system uses cameras and software to capture and recognize license plates during criminal investigations activities. Alameda County Sheriff's Office maintains a server for use with a license plate recognition system (PAGIS) purchased. from PIPS Technology. Alameda County Sheriff's Office, has offered Dublin Police Services the use of its server. to conduct license plate recognition activities. In order to connect successfully with the Alameda County Sheriff's Office server, a PAGIS system must be purchased. PIPS Technology is the sole retailer of PAGIS. The City Municipal Code establishes the procedures for making purchases and requires that major purchases for items in excess of $20,000 be awarded by the City Council. The award is to be made based on formal sealed bids unless one of the allowed exceptions is utilized. The Municipal Code contains specific exceptions to the formal bid process. The applicable exceptions are shown below: Dublin Municipal Code Section 2.36.050(A)(2}: "Where the city's requirements can be met solely by a single patented article or process;" PIPS Technology pricing for PAGIS is $22,236.25 as outlined~'below: The PAGIS. system will be purchased using Federal Asset Seizure Funds collected from criminal investigation °activities. Upon purchase, the PAGIS system will be recorded in the Internal Services Fund and funds will be collected to replace the system at the end of its useful life. Staff prepared a Resolution (Attachment 1) which will record the action being requested, authorization to purchase the license plate recognition system through direct negotiation instead of using a formal bid. AUTHORIZING STAFF TO PURCHASE PAGIS LICENSE PLATE RECOGNITION SYSTEM FROM PIPS TECHNOLOGY WHEREAS, the City requires the purchase of a license plate recognition system for Dublin Police Services operations; and - WHEREAS, in the Fiscal Year 2011/2012 Federal Asset Seizure F.und Budget funding is included for the purchase of a license plate recognition system; and WHEREAS, Section 2.36.050(A)(2) of the Dublin Municipal Code allows for exceptions to the typical public bidding process when the city's requirements can be met solely by a single patented article or process; and WHEREAS, Alameda County Sheriff's Office purchased a License Plate Recognition System (PAGIS) and maintains a server to store data collected from PAGIS, the use of which has been offered to Dublin Police Services to conduct license plate recognition activities; and WHEREAS, a PAGIS system must be used to connect successfully with the Alameda County Sheriff's Office server; and WHEREAS, PIPS Technology is the sole retailer of PAGIS; and WHEREAS, the City Council authorizes the purchase of the License Plate Recognition System (PAGIS) from PIPS Technology, at a cost of $22,240, as provided for under Chapter 2.36 of the Dublin Municipal Code; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the City Manager to purchase of the License Plate Recognition System (PAGIS) from PIPS Technology.
