Parking Designation on Dublin Boulevard and Lockhart Street Prepared By: Jaimee Bourgeois, Transportation & Operations Manager EXECUTIVE SUMMARY: Each year during the Annual. Slurry Seal and Overlay Capital Improvement Program projects, staff reviews locations where striping improvements can be made. For the portion of Dublin Boulevard (eastbound) between Civic Plaza and Dublin Court, staff identified an opportunity to extend a third travel lane through this segment of roadway, matching the adjacent segments to the east and west, by removing on -street parking. "No Parking" zones are also proposed on portions of Lockhart Street in anticipation of the opening of Kolb Elementary to help facilitate safe pedestrian access. FINANCIAL IMPACT: The cost to install seven No Parking signs on Dublin Boulevard and red curb on Lockhart Street can be accommodated in the Fiscal Year 2011-2012 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council adopt the following resolutions: 1) Resolution approving parking regulation on Dublin Boulevard; and 2) Resolution approving parking regulation on Lockhart Street. << Submitted By eview By Public Works Director Assistant City ager Page 1 of 3 ITEM NO. q oC DESCRIPTION: Dublin Boulevard The annual Overlay Capital Improvement Program project, which occurs during the summer each year, provides an opportunity for staff to examine existing roadway striping and make modifications to improve safety and efficiency of traffic flow. The additional cost to modify the strip.ing is nominal when completed concurrent with pavement rehabilitation compared to removing and reinstalling striping independently. The portion of Dublin Boulevard between Civic Plaza and Dublin Court was scheduled for rehabilitation this summer, and staff saw an opportunity to improve traffic flow and safety on this segment in the eastbound direction. Prior to the Overlay project, the cross-section of the roadway included three through lanes at Civic Plaza that reduced to two lanes just east of the intersection. The roadway then opened back into three lanes beyond Dublin Court. On-street parking was allowed on portions of the segment, which was typically only used during large sporting events at Dublin Sports Grounds. With the opening of Fallon Sports Park in 2010, the demand at Dublin Sports Grounds has reduced. Therefore, it is not expected that removal of the parking will create an impact on park operations, as confirmed by the Parks and Community Services Department. The overlay work was completed during the month of July and in order to realize the cost savings associated with restriping as part of the overlay contract, temporary signs were placed to prohibit parking so that the lane striping modifications could be completed. A resolution is attached (Attachment 1) that would amend the City of Dublin Traffic Code to establish a"No Parking" zone along the entire length of the south side of Dublin Boulevard between Civic Plaza and Dublin Court. Adoption of the resolution is the last step required to complete this improvement. Lockhart Street Classes for the Dublin Unified School District (DUSD) 2011-2012 school year commence on August 22, 2011. Preparations are underway to open a new school, Kolb Elementary, located on Palermo Way west of Lockhart Street. While the adjacent residential neighborhoods to the north/south/west of Kolb Elementary are stili under construction, access to the school site will be limited to and from the east by way of Lockhart Street. On July 19, 2011, the City Council adopted a resolution approving stop signs on Lockhart Street at Palermo Way. With a multi-use path planned for the east side of Lockhart Street, pedestrians are expected to cross at the intersection. Similarly, students coming from Gleason Drive will be utilizing the Gleason Drive/Lockhart Street crosswalks. On-street parking is currently allowed on both sides of Lockhart Street. Visibility and safety of pedestrians can be improved by prohibiting parking adjacent to these two intersections (Attachment 2). A resolution is attached (Attachment 3) that would amend the City of Dublin Traffic Code to establish a"No Parking" zone on both sides of Lockhart Street south of Gleason Drive, north of Palermo Way-Fallon Sports Park, and south of Palermo Way-Fallon Sports Fark. NOW, THEREFORE, BE IT ~ RESOLVED, that the City Council of the City of Dublin hereby adopts the following parking regulation in the interest of public safety: Section 1: The following language shall be deleted from Section 6.28.010 ("No Parking Zones: Designated") of the City of Dublin Traffic Code: Dublin Boulevard South side, from a point 8 feet east of Civic Plaza, a distance of 234 feet Section 2: The following language shall be added to Section 6.28.010 ("No Parking Zones: Designated") of the City of Dublin Traffic Code: Dublin Boulevard South side, from Civic Plaza to Dublin Court PASSED; APPROVED AND ADOPTED this 16th day of August, 2011, by the following vote: AYES: NOES: ABSENT:.
