HomeMy WebLinkAbout07-12-2011 PC Minutes~~ Planning Commission Minutes a~ , Tuesday, July 12, 2011 CALL TO ORDER/ROLL CALL A regular meeting of the City of Dublin Planning Commission was held on Tuesday, July 12, 2011, in the City Council Chambers located at 100 Civic Plaza. Chair Brown called the meeting to order at 7:00:27 PM Present: Chair Brown; Vice Chair Wehrenberg; Commissioner O'Keefe; Jeff Baker, Planning Manager; Martha Aja, Environmental Specialist; and Debra LeClair, Recording Secretary. Absent: Cm. Schaub was absent and Cm. Bhuthimethee recused herself. ADDITIONS OR REVISIONS TO THE AGENDA -NONE MINUTES OF PREVIOUS MEETINGS - On a motion by Cm. Wehrenberg, seconded by Cm. O'Keefe the minutes of the June 14, 2011 meeting were approved. ORAL COMMUNICATIONS -NONE CONSENT CALENDAR -NONE WRITTEN COMMUNICATIONS -NONE PUBLIC HEARINGS - 8.1 PLPA-2011-00022 Cadillac/Chevrolet Site Development Review Permit Martha Aja, Environmental Specialist, presented the project as outlined in the Staff Report. Cm. Wehrenberg asked to see the color and material boards. Ms. Aja brought the boards to Cm. Wehrenberg. Cm. Wehrenberg asked if the existing building (future location of the Chevrolet dealership) is stucco, painted a blue color. Ms. Aja answered it is stucco. and is painted. Cm. Wehrenberg felt the color was sun-bleached and asked if that is where the Applicant is proposing to put panels or let the paint remain. Ms. Aja answered the Chevrolet showroom will occupy the building and that the Applicant is proposing stucco on that elevation, painted silver. Chair Brown mentioned that in June 2010 there was a city Code Enforcement issue at this site and asked how the issue is being mitigated for this project. .i~.., _ _ ._~ 89 Ms. Aja answered the issue concerned the tent structure and the Applicant did not obtain an SDR permit for the structure.. She continued that one of the Conditions of Approval for the present SDR requires that before the project is finaled the tent must be removed. The Applicant has indicated that once the building is completed the car washing will occur at the GMC dealership at the corner of Dublin Blvd. and John Monego Court and then. once the Kia dealership is constructed the cars will be washed in a permanent facility on that site. Chair Brown opened the public hearing. George Avanessian, Architect spoke in favor of the project and stated he accepts the Conditions of Approval. Cm. Wehrenberg asked how the blue color on the Chevrolet building will hold up against the weather. Mr. Avanessian stated the panel is specified by the Chevrolet factory and stated the aluminum panels don't bleach because the paint is baked in the panel. Chair Brown closed the public hearing. Cm. O'Keefe supported the project and could make all the findings. Cm. Wehrenberg agreed and felt the quality of the finish on the building was such that it will hold up against the weather. Chair Brown was encouraged to see the business has been successful and it will continue to grow. He felt he could make the findings and supports the project. On a motion by Cm. O'Keefe and seconded by Cm. Wehrenberg, on a vote of 3-0-2, with Cm. Schaub being absent and Cm. Bhuthimethee recused herself, the Planning Commission unanimously adopted: RESOLUTION NO. 11-21 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN APPROVING A SITE DEVELOPMENT REVIEW PERMIT FOR FACADE MODIFICATIONS TO THE CADILLACICHEVROLET DEALERSHIP BUILDINGS AND EXPANSION OF THE SERVICE BUILDING LOCATED AT 4200 JOHN MONEGO COURT {APN 986-0016-004) PLPA-2011-00022 NEW OR UNFINISHED BUSINESS -NONE OTHER BUSINESS -NONE 94 10.1 Brief INFORMATION ONLY reports from the Planning Commission and/or Staff, including Committee Reports and Reports by the Planning Commission related to meetings attended at City Expense (AB 1234). 10.2 Mr. Baker informed the Commission that the interviews for the new Assistant Planner position will be held this week.
