Thompson, Public Works Director ATTACHMENTS: Resolution supporting legislation and activities of the Alameda County Coalition RECOMMENDATION: Adopt resolution supporting legislation and activities of the ~/~/~"-~Alameda County coalition to allocate Proposition 50 funding for  \~'/ Dublin's storm water quality treatment project and Zone 7's projects FINANCIAL STATEMENT: City of Dublin's project proposed for Proposition 50 funding, if approved, would secure $118,000 for the engineering and installation of a storm water quality treatment facility. DESCRIPTION: State Proposition 50, also called the Water Quality, Supply and Safe Drinking Water Projects, Coastal Wetlands Purchase and Protection Bond Initiative, was approved by voters statewide at the General Election held on November 5, 2002. This initiative authorizes $3,440,000,000 general obligation bonds to fund a variety of water projects including urban and agricultural water use efficiency projects; competitive grants for water management and quality improvement projects; improved security for state, local and regional water systems; and grants for desalination and drinking water disinfection. A coalition of northern and coastal California counties, cities and special districts are working together to identify and prioritize water-related funding needs. The Coalition is organized into regions by county to rank local projects for potential State Water Bond grant monies from Proposition 50. The target budget for Alameda County is $65 million and several agencies including Alameda County Flood Control District and Water Conservation District, Zone 7, EBMUD and several cities are competing for funds. Staff has requested that the Coalition include Dublin's project proposal under the non-point storm water quality category of the initiative. The project would install a storm water treatment facility for a 66-inch diameter storm drain pipe that drains into Alamo Canal, at a cost of $118,000. The storm drain pipe is owned and maintained by Zone 7 and drains a large area east of Alamo Canal, including the light COPIES TO: Vince Wong, Zone 7 ITEM NO. ~ g:\agenmisc\agst Prop.50 Resolution approval industrial area adjacent to Sierra Court and Sierra Lane. This project, if implemented, would mitigate proposed new requirements of the Alameda County NPDES permit for road reconstruction projects. Acquisition of Proposition 50 funding would enable the City to avoid using General Fund monies in order 'to comply with the proposed new NPDES permit requirements. Dublin's proposal has been included in the short list of projects. Sponsors of projects included in the list are being requested to seek Council resolution supporting legislation and activities of the Coalition regarding allocation of Proposition 50 funding to specific projects. It would be beneficial to Dublin to support Zone 7's proposed projects, which include a) Cope Lake recycled water storage and flood detention, b) Wellhead Demineralization for municipal wells, and c) Upper Alameda Creek Watershed Plan. In general, these projects will benefit Dublin, Livermore, Pleasanton and the unincorporated area of Alameda County in the East County. After finalizing the list of projects, the Coalition will then work with the State legislature to enact legislation prioritizing the Coalition's project list. Staff recommends that the Council adopt the attached resolution supporting legislation and activities of the Alameda County Coalition to allocate Proposition 50 funding for Dublin's storm water quality treatment project and Zone 7's projects. Page 2 ~f ~: RESOLUTION NO. - 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN SUPPORTING LEGISLATION AND ACTIVITIES OF THE ALAMEDA COUNTY COALITION TO ALLOCATE PROPOSITION 50 FUNDING FOR THE CITY OF DUBLIN'S STORM WATER QUALITY TREATMENT PROJECT WHEREAS, the California electorate at the General Election held on November 5, 2002, approved State Proposition 50, also called the Water Quality, Supply and Safe Drinking Water Projects, Coastal Wetlands Purchase and Protection Bond Initiative, authorizing $3.44 billion for water- and parks-related programs in California; and WHEREAS, a coalition of northern and coastal California counties, cities and special districts has been formed to identify and prioritize water-related funding needs; and WHEREAS, the Coalition is organized into regions by county to rank local projects for potential State Water Bond grant monies from Proposition 50; and WHEREAS, several agencies, including Alameda County Flood Control District, Zone 7, EBMUD and several cities are competing for funds in the Alameda County region; and WHEREAS, the City of Dublin is proposing a project under the non-point storm water quality category of the initiative to install a storm water treatment facility to drain into the Alamo Canal; and WHEREAS, Zone 7's projects being proposed for funding under Proposition 50 will benefit the City of Dublin, which projects will include the Cope Lake Recycled Water Storage and Flood Detention, b) Wellhead Demineralization for Municipal Wells; and c) Upper Alameda Creek Watershed Plan; and WHEREAS, after finalizing the list of projects, the Coalition will then work with the State Legislature to enact legislation prioritizing the Coalition's project list; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin supports legislation and the activities of the Alameda County Coalition to allocate Proposition 50 funding for the City of Dublin's storm water quality treatment project and for Zone 7's projects.
