Award of Bid - Contract No. 11-03, Dublin Traffic Signal Improvements Prepared By: Ferd Del Rosario, Senior Civil Engineer EXECUTIVE SUMMARY: The Dublin Traffic Signal Improvements Project (CIP No. 960022) will install a new traffic signal at the intersection of Amador Valley Boulevard and Brighton Drive and upgrade an existing traffic signal at the intersection of San Ramon Road and Shannon Avenue. FINANCIAL IMPACT: In the adopted Five-Year Capital Improvement Program (2010-2015) the total estimated cost for this project was $488,840 including design and inspection. The costs were expected to be incurred over a two year period beginning in Fiscal Year 2010/11. The project costs estimated the cost of improvements at $358,600 The total amount of the base bid to be awarded is $358,725.85, which includes $224,253.03 for the Amador Valley Boulevard/Brighton Drive traffic signal (funded by Eastern Dublin Traffic Impact Fees - Fund 4302), and $134,472.82 for the upgrade of the San Ramon Road/Shannon Avenue traffic signal (funded by Measure B Bike/Pedestrian Program - Fund 2205). Page 1 of 3 ITEM NO. •~ ~~ ~ ~(A~ - Submitted By Reviewed By Reviewe y Public Works Director Administrative Services Director Assistant City Manager DESCRIPTION: On November 17, 2009, the Dublin City Council held a public hearing and approved a new Capital Improvement Program project to design and construct a traffic signal at the intersection of Amador Valtey Boulevard and Brighton Drive (Attachment 1). This was the result of a traffic signal warrant analysis of said intersection which concluded that installation of a traffic signal is justified. The City Council received letters, e-mails and public testimony prior to and during the November 2009 public hearing which were taken into consideration by Staff and the City's consultant in the design of the traffic signal. Features of the signal project are: 1. The traffic signal poles and controller will be installed within public right of way; 2. The 15-minute parking zone on the west side of Brighton Drive immediately north of the intersection will remain; and 3. The traffic signal system will permit u-turns at Amador Valley Boulevard in both directions. All residents within 300 feet of the proposed traffic signal received letters providing information on the features of the signal project and the anticipated construction date. In addition, the City's Five-Year Capital Improvement Program (2010-2015) includes the upgrade of the existing traffic signal at the intersection of San Ramon Road and Shannon Avenue, using Measure B Bike/Pedestrian Program funds. The signal upgrade will provide improved pedestrian safety for school children crossing San Ramon Road at Shannon Avenue traveling towards Dublin Elementary School. To facilitate construction and take advantage of economy of scale, these finro signal projects were combined into one Capital Improvement project under CIP No. 960022. Construction is scheduled to start in June 2011 with a target completion date of late summer 2011. A total of six (6) bids were received on May 31, 2011 (Attachment 2), with the low bid of $358,725.85 submitted by Columbia Electric, Inc.. Staff has reviewed the bid results, checked references and necessary licenses, and recommends that the City Council adopt the Resolution (Attachment 3) awarding Contract No. 11-03, Dublin Traffic Signal Improvements, to Columbia Electric, Inc., as the lowest responsive bidder. Staff is also requesting that the City Council approve the Budget Change (Attachment 4) authorizing an additional appropriation of Measure B Bike/Pedestrian Program Funds for the San Ramon Rd/Shannon Avenue traffic signal upgrade. Adequate funds are available in reserves to accommodate the additional costs. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The City mailed notices to affected residents of the upcoming traffic signal installation project.
