The Capital Improvement Project (CIP) for'Arterial Landscaping Improvements is paid through the
General Fund (001). The CIP for Stagecoach Landscaping Improvements is paid through the Stagecoach
Road Landscape Assessment District (Fund 711).
DESCRIPTION: On February 1, 2000, the City Council awarded Contract No. 00-02, Arterial
Landscaping Improvements to DB Landscape. The Arterial Landscaping Improvements project consists of
two projects in the City's Capital Improvement Program; 1) the City Entrance Landscaping Improvements,
and 2) Major Arterial Tree Well/Median Planting. These projects were incorporated into one contract to
reduce construction and administration costs.

The Stagecoach Landscaping Improvements CIP was originally proposed to be combined with the contract
for the Arterial Landscaping Improvements project. However, Staff excluded Stagecoach Road from the
project for further review of the landscaping plan and to allow Stagecoach Road residents a chance to
comment on the plan.
On March 13, 2000, Staff held a neighborhood meeting to review a proposed Stagecoach Road
relandscaping plan (see Attachment 2). The plan includes planting ground cover and shrubs on the slope
areas east of Stagecoach Road and placing cobblestones in the landscaping strip along the east curb line.
At the meeting, the residents requested that the relandscaping extend around the slope comers of Jade and
Topaz Circles. Staff concurs with this suggestion, and there are sufficient monies in the Stagecoach Road
Landscape Assessment District to fund these planting extensions. The proposed plan was developed by
Herma Lichtenstein, the City's Landscape Architect, and contains drought-resistant planting designed to
reduce the need for irrigation water on the slope.
At this time, Staff is seeking an opportunity to further reduce improvement and administration cost by
adding the Stagecoach Road Landscaping Improvements back into the Arterial Landscaping Improvements
project through a change order. The contractor, DB Landscape, has provided a highly competitive price of
$27,972.00 to include these Stagecoach Road landscaping improvements with existing project.
The total cost for Change Order No. 2 is $27,972.00 to improve the landscaping on the east side of
Stagecoach Road between Jade Circle and Quartz Circle (see Attachment 3); This amount exceeds the
limit that the City Manager can approve under the Dublin Municipal Code and therefore requires City
Council approval.
Staff recommends that the City Council (1) approve Change Order No. 2 for Contract No. 00-02, Arterial
Landscaping Improvements, to include Stagecoach Road Landscaping Improvements and (2) approve a
budget change to increase the Stagecoach Landscaping Improvements by $9,272 from unallocated
assessment district reserves (Fund 711).
