CALL TO ORDER/ROLL CALL
A regular meeting of the City of Dublin Planning Commission was held on Tuesday, March 8,
2011, in the City Council Chambers Iocated at 100 Civic Plaza. Chair Brown called the meeting
to order at 6:59:46 PM
Present: Chair Brown; Vice Chair Wehrenberg; Commissioners Schaub, O'Keefe, and
Bhuthimethee; Jeff Baker, Planning Manager; Marnie Waffle, Senior Planner; and Debra LeClair,
Recording Secretary.
Absent: None
ADDITIONS OR REVISIONS TO THE AGENDA - NONE
MINUTES OF PREVIOUS MEETINGS - On a motion by Cm. Wehrenberg, seconded by Cm.
Schaub the minutes of the February 22, 2011 meeting were approved.
ORAL COMMUNICATIONS - NONE
CONSENT CALENDAR - NONE
WRITTEN COMMUNICATIONS - NONE
PUSLIC HEARINGS -
8.1 PLPA-2010-00022 Zoning Ordinance Amendments - Amendments to Title 8 of the
Dublin Municipal Code (Zoning Ordinance) related to implementation of the 2009-2014
Housing Element.
Cm. Schaub made a motion to accept Staff's recommendation to adopt the Resolution as stated.
Marnie Waffle, Senior Planner, explained the minor change to the recommendation in the Staff
Report and stated a revised Resolution and Draft Ordinance was distributed to the Commission
before the meeting.
Cm. Wehrenberg asked for an explanation of the revision.
Ms. Waffle answered there was a minor change to the recommendation which originally
included the Minor Use Permit Chapter which is not being amended.
Cm. Schaub mentioned that ali the changes/updates were mandated.
Jeff Baker, Planning Manager agreed and added that the changes were mandated and reviewed
by the City Council, the Commission and the Housing Committee.

Chair Brown asked if the emergency shelter is for a 30 day period.
Ms. Waffle answered yes; there is a maximum stay of 30 consecutive days.
Chair Brown asked where the individuals would go after the 30 days, and is there any
transitional housing in Dublin.
Ms. Waffle answered that there is currently no transitional housing or emergency shelters in
Dublin, although Dublin is required to accommodate the homeless population. She continued
that after 30 consecutive days they would need to find other shelter. She stated they may be
unsheltered for a few days before they could reenter the shelter.
Chair Brown asked if there is a reliable statistic as to how many homeless people there are in
Dublin.
Ms. Waffle answered for the purposes of the Housing Element there was an estimation of
approximately 39 persons which she felt was higher than the actual population.
On a motion by Cm. Schaub and seconded by Cm. O'Keefe, on a vote of 5-0, the Planning
Commission unanimously adopted:
