Openings are advertised extensively within the community. This year, the City advertised: 1) at the Day on the Glen Festival held in September; 2) in the City's Newsletter which was mailed to all homes in Dublin in November; and 3} through newspaper ads which ran multiple times. Why are you interested in serving on the Planning Commission? The dynamic growth of Dublin in recent years has been no less than spectacular. As one. of its residents., I would like to attend, participate, take part; and be a part of the growing Dublin fo shape its. future, preserve its past, enhance its charm, and improve the quality of life of ifs residents. 2. What is your knowledge of and experience in Planning and Zoning? From time to time; 1 appeared as an attorney on behalf of my clients before the Alameda County Planning Department. I understand the inherent conflicts involved in the balancing of resources of a growing community. 3. Haw do you feel about the growth that has occurred, in recent: years in Dublin? I feel. positive about the recent growth and confident that Dublin is on the right path. Projects such as the Civic Center Library with enclosed garden, community rooms, children's story, interior murals and sculptures recognize the importance of the community and that artistic and cultural, in addition to economic developments are necessary for the balanced growth of the community. 4. What should the City's position be regarding growth? Growth is the yardstick of progress. Growth brings prosperity, increases tax revenues, improves government. services, provides jobs for residents, and improves the quality of life for the residents of Rublin: Growth, however, should not be at all costs. It is important to identify and prioritize goals so that the City will achieve a "balanced growth". For example, economic prosperity cannot be achieved or maintained if there is insufficient infrastructure or lack of affordable housing for residents. 5. What types} of housing do we need? The availability of affordable housing for residents is the necessary foundation for the gr-owing Dublin: DubGin cannot sustain its growth and enhance its market 1 ~ competitiveness with neighboring cities without affordabf.e housing for all of its residents. The quality of {ife of residents would suffer if affordable housing is difficult to locate or obtain. 6. What do you think are the major concerns of Dublin residents regarding future planning? Future planning must focus on enhancing the quality of fife fior residents., whether it be the regulation of development through zoning ordinances or attracting relocation of new businesses and industries to Dublin. Future planning should not overlook environrnenta! or other non-economic factors that: directly impact the quality of -life: Projects such as the Civil C-enter Library or the Murray School fmprovernents illustrate. the importance of developing and preserving the "community" as opposed to merely developing a "city" 7. What; if anything; should be done. to enhance the Downtown. business district`? Th-ere are many things that can be doneto enhance the Downtown business district. For example,. the: Downtown. business district can be made more. "pedestrian friendly" by encouraging the development courtyard-like shops to provide. a more intimate shopping or strolling experience for shoppers and families. Architectural features-such, as water fountain-are pleasing to adult as well as attractive to children to gather and play around. Improvements in landscaping as well as localized ambient lighting would dramatically enhance the shopping experience.. Providing a relaxed atmosphere for casual strolling should further attract local small independently owned businesses to the increased pedestrian traffic. VVe should also study existing successful developments, such as the City of Santa Monica for example, for inspiration and ideas. 8. What considerations should fihe City be concerned with in future developments, in Dublin? Growth provides positive fiscal impacts wfiieh enable the City to provide. bet#er services far its residents. Among other things, the City should evaluate the potential impacts on existing infrastructures; the opportunity costs of each proposed project, and the displacement of existing businesses such as small independently owned. business. 1t is vitally important that future developments must maintain or enhance the unique market competitive advantages of Dublin with respect to surrounding neighboring cities such as Pleasanton. To ideritlfy and enhance. I feel good about the decisions that have been made in these instances and that the overall good of the City and not the needs of the individual are what is important in these situations. 10. My concept of Planning and Zoning is that it provides the blueprint for infrastructure necessary for a controlled, self-sufficient and flowing environment The ability to coordinate neighborhoods with retail, commercial, reereation/leistire and educational/public amenities is key in attracting residents, businesses and support systems to promote a healthy and strong community: Working with contractors and developers in my occupation as a commercial lender, I am familiar with various processes involved in project approvals. I have only been on the periphery of building projects with my clients and have not been involved in seeking approval for the actual planning/zoning. 3. I am happy that the City of Dublin has been able to expand and grow over the past few years. For the longest time we Were stagnant and did not have the funds in the — City's budget to be able to build or renovate our parks.and leisure/recreation facilities. With the residential development, commercial businesses (somewhat stymied now by economic conditions), and BART we are in a position to expand our Community bent on smart growth. 4. I believe the City's: position regarding growth has been diligently planned and determined not to happen overnight. With an estimated twenty years to build out and likely Vascillating economic cycles, there is a need to remain proactive in reaching our growth goals but also to continue to provide necessary protections and services. Whatever we can do to temper growth and Maintain the close community feel and heritage of Dublin past will be important. 5. It is obvious that many of our children may not be in a position to be able to afford housing in our area when they begin to build their lives as working adUltS. Additionally, with an aging population there may be a desire to downsize but remain in the area Unfortunately, populations in neighboring cities are not in favor of affordable housing because they believe it will bring the wrong element or decreased home values. I.believe that we need to look at hones that allow for shared equity for those who serve our coninmriity— i.e., teachers, police, fire, public servants. Also, I would love to see plans for new residential building that allows for in-law units to be built andlor senior living..of all..stages. : . . As a child growing up in Southern California, I spent countless hours at the city park and taking part in city- run sporting and recreation activities. That had a great influence on my life and in providing others like me an opportunity to spend our energy in a positive, not destructive way. I have:quite a bit of knowledge about the parks and recreation facilities. I have visited most all of the parks in Dublin. All of my children are playing organized sports (soccer, basketball, baseball) in Dublin. I am coaching basketball, refereeing basketball, and will coach baseball in the Spring. My two youngest children have taken swimming lessons at the Dublin pool. My family has attended various city-run events-- including Day on the Glen -- at city parks and the Civic Center. And, as the "Around Dublin" columnist for the Valley Times, I have worked extensively with the Department in providing my readers with information about a variety of recreation and community service activities. 4. Are there additional park facilities and recreation programs needed by the community? Please describe. Overall, I think the City does an admirable job of providing recreation programs for its residents. I think the programs are varied and designed for a wide age range. Current and potential residents look to the Parks and Community services to find a variety of services, classes and entertainment and I feel this Commission helps provide residents with a strong sense of community. I also -have six years experience working for the City of Bellflower Parks and Recreation Department. 2. Because I have a preschooler, I am well acquainted with the parks in Dublin. We have also attended events held at recreation facilities throughout the'city, as well as events sponsored by the Parks and Community Services Department: 3. My knowledge of the offered programs comes from the attending City Council ~ meetings, periodically reviewing-the city web. site, the community brochure and from either participating in events or word of mouth from Dublin residents. 1VIy family has attended events hosted by the Parks and Community Services Department ever since we became residents of Dublin in 1997. 4. I feel that Dublin should continue to balance new development with parkland and open space. Also, as our community grows, Dublin will need to provide a greater opportunity for class and sports participation on the weekends and on the weekday afternoons in order to accommodate those children who are in preschooh elementary school and daycare during the week. I strongly support completing Emerald Glen Park as planned as it's amenities, such as a new pool, will greatly e~~ance our community. S. I am not opposed to user fees for recreation programs and park/facility.. reservations. While an employee of the City of Bellflower Parks department, we required user fees, which enabled the Department to create nevcT programs/classes and enhance existing programs. 6. As a commissioner, I am appointed to represent the entire community not small - groups of residents: I would not find it-difficult-to make a decision that was-good for the overall community but unpopular with neighbors or an organization. I am interested. in serving on the Parks & Community Services Commission because I believe the best is yet to come, I have served on the Commission for the past eight years and. will continue to provide depth and experience. Having children participating iri youth sports prior and. during my terms of duty, I have been. very aware. of the long-needed enhancement of fields, facilities and renovation of existing amenities. The anticipated grgwth and development of the city over the past few years has allowed for the revenue to be able to fulfill many of those needs and I'd still like to be~ a part of the continuing development. 2. I am vexy familiar with our City's park facilities and programs. As a commissioner I have served as Commission representative to the Senior Center Advisory Committee (2 years), Art in the Park Committees (Ted Fairfield & Emerald Glen Parks}, and Alternate representative for Youth Sports Liaison Committee, St. Patrick's Day Planning Committee and Y.A.C. 3. As a working parent, I have been a proponent of on-site (before/after) school care and summer program activities. My children. participated in swim and dance classes when they were young and, as they have grown, participated as youth officials for the city's recreational basketball league. As president of Dublin Little League during the early I990's, I instituted participation of our organization's merchant-sponsored teams in the annual St. Patrick's Day parade. The festival has blossomed as the `w` City's annual signature event, which we have tried to expand with other events throughout the year. 4. Additional park facilities and programs needed by the community include dog park(s), BMX park and trails. I feel that the City needs to have more open and active collaboration, planning and sharing of field space with the School District. Bocce ball courts would be a nice addition to the new Senior Center or for the future Sports Park. Organized volleyball or badminton, would be a great alternative to the more typical sports programs offered by outside youth organizations. Anytime we cai7 enhance our summer recreation program in a neighborhood park area catering to children, I feel is important. 5. I am very familiar with and endorse user fees for recreation programs and park/facility reservations. During my first year on the DLL Board, I learned of City charges .for the use of the Sports Grounds. I did not necessarily agree but found that there were ways in which organizations can work with the City to defray those costs. We built scorebooths that were donated to the City and were able to avoid costs for many years - a win-win situation for everyone. As a lender, I am used to making tough decisions,that protect the assets or preserve the integrity of my employer. ; I am comfortable that decisions I make on the Commission are for the whole community and not necessarily popular with immediate neighbors or organizations. The whole issue of NIMBYism can be a tough one but I believe a project sells itself if it makes sense in regard to safety, traffics and preservation of the environment aside from filling the void of a needed recreation/leisure function. 7. The most important contribution I can make as a member of the Parks & Community Services Commission is to serve as the eyes and ears of the community in enhancing the City in which we live. My family moved to Dublin 15 years ago.because we felt it was a wholesome community in which to raise our children and become actively involved. I am proud to serve the City and during the past eight years, it has been rare for me to miss a meeting for the Commission or a committee. I want to stay involved and provide input for the development of neighborhood parks, completion of Emerald Glen, new sports park and programs/activities. I believe that arts are a very important to a community. I moved to Dublin 11 months ago, and would like to be more involved in the community. My current professional role focuses on developing programs and strategies regarding culturally and linguistically appropriate services. I think my professional experience could be of value. 2) In what organizations are you currently a member? I am currently a member of the American College of Health Care Executives (ACHE), a member of the ACHE Regent's Advisory Council, Career Development, and Society of Professionals in Healthcare, Valley Choral Society, and Kaiser Permanente Asian Association. 3) What experience do you have serving on advisory committees, task forces, boards, or commissions? I served on as a Board member for my previous HOA for 3 years, as secretary, vice president and president. Additionally, I was a member of the Laotian Community Health Access Task Force Commissioned by a Contra Costa County Supervisor. I have been participating on the Public and Environmental Health Advisory Board in Contra Costa County, but • was unable to accept the nomination because I moved out of Contra Cost 'County into Alameda County. 4)' What education, training, or experience do you have in cultural arts or heritage?
