HomeMy WebLinkAboutPC Reso 93-22 PA93-017 Allsafe Storage SDRRESOLUTION NO. 93 - 022 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN --------------------------------------------------------------------- APPROVING PA 93-017 ALLSAFE SELF STORAGE SITE DEVELOPMENT REVIEW APPLICATION TO ALLOW THE CONSTRUCTION OF FOUR SINGLE-STORY SE F- STORAGE BUILDINGS TOTALING 99,920 SQUARE FEET DIVIDED INTO 894 S~ORAGE UNITS AND A 2,100 SQUARE FOOT MANAGER'S OFFICE AND RESIDENCE ON ARCEL A, FOR THE PROPERTIES LOCATED AT 5959 AND 5971 DOUGHERTY ROAD WHEREAS, Ed Boersma, on behalf of Allsafe Self Storage, and John Moore, on behalf of BJ Dublin Commercial, have made application to the City of Dublin for 1) Approval of Tentative Parcel Map 6571 to divide an existing +11.3 acre vacant parcel into two separate lots (Parcel A - 4.2 acres and Parcel B - 7.1 acres); 2) Site Development Review request to allow the construction of four single-story self- storage buildings totaling 99,920 square feet divided into 894 storage units and a 2,100 square foot manager's office and residence on Parcel A; 3) Conditional Use Permit approval to allow a minor amendment to the Planned Development General Provisions to allow development proposals on the two newly created parcels to be reviewed in conformance with the C-2, General Commercial District development standards instead of the M-1, Light Industrial District development standards; 4) Variance request to allow a reduction in the required number of parking spaces provided on-site and to allow a substandard effective lot frontage for Lot A; 5) Imposition of a Traffic Impact Fee for the properties located at 5959 and 5971 Dougherty Road; and WHEREAS, the Planning Commission did hold a public hearing on said application on May 25, 1993; and WHEREAS, proper notice of said public hearing was given in sll respects as required by law; and WHEREAS, the application has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and a Mitigated Negative Declaration has been adopted (Planning Commis8ion Resolution No. 93-017). This project, as mitigated, will not have significant effects on the environment; and WHEREAS, the Staff Report was submitted recommending that the application be conditionally approved; and WHEREAS, the Planning Commission did hear and consider all said reports, recommendations and testimony hereinabove set forth. NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does hereby find that: A. The approval of this application is consistent with the intent/purpose of Section 8-95.0 SITE DEVELOPMENT REVIEW. B. The approval of this application, as conditioned, complies with the General Plan and with District Regulations and the general requirements established in the Zoning Ordinance. C. The approval of this application, as conditioned, is in the best interests of the public health, safety and general welfare. D. The proposed site development, including site layout, vehicular access, circulation and parking, setbacks, height, walls, public safety and similar elements have been designed to provide a' desirable environment for the development. E. Architectural consideration, including the character, scale', and quality of the design, the architectural relationship with ~he site and other buildings, building materials and colors, screening of exterior appurtenances, exterior lighting and similar elements have been incorporated into the project in order to insure compatibility of this development with the development's design concept or theme and the character of adjacent buildings and uses. F. Landscape considerations, including the locations, type, size, color, texture and coverage of plant materials, provisions and similar elements have been considered to insure visual relief and an attractive environment for the public. G. The approval of this Site Development Review will be consistent with the policies set forth within the Dublin General Plan.. BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby conditionally approve PA 93-017 Allsafe Self Storage Site' Development Review as generally depicted on the plans labeled Exhibit A, stamped approved and on file with the Dublin Planning Department and subject to the approval of the related Tentative Map/Conditional Use Permit/Variance and to the following conditions: CONDITIONS OF APPROVAL: Unless stated otherwise, all Conditions of Approval shall be complied - 2 - for monitorincl compliance of the conditions of approval. fPLI Planning, [B] Building [PO] Police [PW] Public Works, fADMI Administration/City Attorney, [FIN] Finance, [Fl Dougherty Reaional Fire Authority, [DSR] Dublin San Ramon Services District, (CO1 Alameda County Flood Control & Water Conservation District (Zone 7), fLDDI Livermore Dublin Disposal Service 1. PA 93-017 Allsafe Self Storage Site Development Review request is approved for the construction of four single-story self-storage buildings totaling 99,920 square feet divided into 894 storage units and a 2,100 square foot manager's office and residency on Parcel A. This approval shall generally conform to the plains prepared by Cubix Construction Company, consisting of 7 shuts and Tentative Parcel Map 6571, prepared by Wilsey and Ham, consisting of 1 sheet, all dated received by the Planning Department on March 22, 1993, labeled Exhibit A, stamped approved and on file. [PL, B] 2. The Applicant shall comply with all applicable City of Dubl~n Site Development Review Standard Conditions (see Attachment . [PL] 3. All signs shall be subject to the requirements of the Sign ', Regulations within the Zoning Ordinance. [PL] Traffic Impact Fee 4. Prior to issuance of a building permit, the Applicant/Prope~ty Owner shall pay a Traffic Impact Fee in the amount of $12,8 0.00. The Applicant/Property Owner will receive credit for the fie foot strip of property along Dougherty Road, which has already been dedicated to the City. The Public Works Director shah determine the amount of credit given for the dedicated land'. The Applicant/Property Owner shall be responsible for paying the balance of the Traffic Impact Fee less the credit awarded for the dedicated property. [PL, PW, FIN] 5. Prior to granting occupancy of the Allsafe Self Storage facility, the Applicant/Property Owner shall be required to contribute $32,500.00 as their fair share (one-fourth) of the total colt of installing a traffic signal and related improvements at the intersection of Dougherty Road and Sierra Lane. [PL, PW, F7N] Parkingf Circulation 6. All on-site pedestrian walkways shall maintain a minimum 4 ifoot unobstructed width. [PL] 7. The Applicant shall submit a parking lot striping plan subject to review and approval of the Planning Director. All employee and customer parking spaces shall be double-striped (4 inch wider stripes set approximately 2 feet apart, see Attachment). Handicapped, customer, employee and compact parking spaces shall be appropriately identified on the pavement and designated on the parking plan. [PL] 8. Handicapped ramps and parking stalls shall be provided and maintained as required by the State of California Title 24 provisions. [PL, B] - 3 - ~,.... Architectural 11. The Applicant shall submit exterior colors and materials for the proposed storage buildings subject to the final review and approval of the Planning Director. [PL] 12. All ducts, meters, air conditioning equipment and other mechanical equipment that is on-site or roof mounted shall be effectively screened from view with materials architecturally compatible with the main structure subject to the review and approval of the Planning Director. [PL] Landscape and Irrigation Plans 13. A final detailed Landscape and Irrigation Plan (at 1 inch =x,20 feet or larger), along with a cost estimate of the work and materials proposed, shall be submitted for review and approival by the Planning Director. Landscape and Irrigation Plans shal,,l be signed by a licensed landscape architect. Final landscape .plans shall indicate the common and botanical names, container si',ze, growth rate and number of each plant. All landscaping, as ',shown on the Landscape and Irrigation Plan, shall include drought tolerant vegetation. [PL] 14. The final landscape plan shall be generally consistent with the preliminary landscape plans prepared by Cubix Construction' Company, dated received by the Planning Department March 22', 1993 (Exhibit A). [PL] 15. Landscaping shall not obstruct the sight distance of motorists, pedestrians or bicyclists. Except for trees, landscaping a't drive aisle intersections shall not be taller than thirty (30) inches above the curb. [PL, PW] 16. The Applicant shall complete and submit to the Dublin Planning Department the Standard Plant Material, Irrigation and Maintenance Agreement (see Attachment). [PL] Lighting 17. Exterior lighting shall be provided and shall be of a desigln and placement so as not to cause glare onto adjoining properties or Dougherty Road. Lighting used after daylight hours shall be adequate to provide for security needs (1.5 foot candles). Wall lighting around the entire perimeter of the office/manager's unit building shall be supplied to provide "wash" security lighting. The Applicant shall provide photometrics and cut sheets subject to the review and approval of the Planning Director. [PL, B, PO] Building 18. The Applicant shall comply with all applicable requirements of the Building Department. [B] - 4 - ,.~. Fire Protection 19. The Applicant shall comply with all applicable requirements of the Dougherty Regional Fire Authority (DRFA), including parting appropriate curbs red and posting "No Parking" signs. [F, PL] 20. All new buildings must be equipped with an automatic fire suppression system, subject to review and approval of DRFA. [F. B] 21. All valves and controls, including the automatic fire suppression system, shall be supervised by an approved central station,!in compliance with DRFA requirements. [F] 22. The number and location of fire hydrants on-site shall be reviewed and approved by DRFA. [F] 23. A paved, or all weather surface roadway, shall be supplied ~t the eastern terminus of the property, which provides emergency vehicle access from Parcel A to Dublin Boulevard, across Parcel B, subject to review and approval of DRFA. [F, PL] 24. The entrance gate shall be a minimum of 12 feet wide. A Knpx override switch shall be installed at the automatic entrance gate and a Knox Lock at the rear gate in accordance with DRFA requirements. [F] 25. Prior to issuance of a building permit, a Fire Impact Fee ib the amount of $600.00 per 2,000 square feet of building area shall be collected separately for each new building, in accordance with DRFA requirements. [F, B] 26. The Applicant shall work with DRFA to determine the adequate fire flow to service the property. [F] 27. Prior to issuance of a building permit, the Applicant shall supply written confirmation that the requirements of DRFA have been, or will be met. [F, B, PL] Water and Sewer Services 28. The Applicant shall comply with all applicable requirements of the Dublin San Ramon Services District (DSRSD). [F, PL] 29. In addition to the existing PG&E and Zone 7 easements, a 15 foot wide water line easement located along the eastern property line shall be dedicated to DSRSD. [DSR] 30. The Applicant is required to provide a looped water line through the property. Said looped water line shall connect to the existing water service located within Dublin Boulevard, subject to review and approval of DSRSD. [DSR] - 5 - 31. The Applicant is required to provide a domestic water service and meter for the office/manager's unit, subject to review and approval of DSRSD. [DSR] 32. The Applicant shall be required to pay all applicable sewer and water connection fees, as determined by DSRSD. [DSR] 33. Prior to issuance of building permits, the Applicant shall provide written documentation that the requirements of the Dublin San Ramon Services District have been, or will be, met. [DSR, B, PL] Flood Control 34. All new buildings shall be constructed at least one foot move the flood plain level (333 feet), in compliance Alameda County Flood Control and Water Conservation District (Zone 7) requirements. [B, CO] 35. All buildings, structures and trees shall be located outside of, and shall not impede access to, the existing Zone 7 easement running parallel to the eastern property line. Any existing Zone 7 appurtenances requiring relocation shall be relocated outside of traffic areas and shall be raised to grade, at no expense to Zone 7. [CO] 36. The proposed project is subject to Special Drainage Area 7-1 fees. Payment of said fees shall be made prior to issuance of a building permit. [CO] 37. All known wells without a documented intent of future use, filed with Zone 7, shall be destroyed prior to any construction, in accordance with a well destruction permit obtained from Zone 7. 38. Prior to issuance of a building permit, the improvement plans shall be submitted for review and approval of Zone 7. 39. Prior to issuance of building permits, the Applicant shall provide written documentation that the requirements of Zone 7 have been, or will be, met. [CO, B, PL] Police Security 40. As required by the Dublin Police Department, all security hardware for the new structures must comply with the City of Dublin Non-Residential Security Requirements (City Ordinance No. 21-89; see Attachment). Security hardware must be provided for doors, windows, roof, vents, skylights and roof ladders. [B, PO] 41. The rear access gate shall be locked at all times with a locking system approved by the Dougherty Regional Fire Authority. [PO, F] 42. The Applicant shall work with the Dublin Police Department prior to submittal of building plans and on an ongoing basis to - 6 - establish an effective theft prevention and security program. [PO] 43. Written documentation that all Police Department requirements have been complied with shall be submitted to the Planning Director prior to issuance of building permits. [PL, B] DebrisjDustjConstruction Activity 44. Measures shall be taken to contain all trash, construction debris, and materials on-site until disposal off-site can b arranged. The Applicant shall keep adjoining public street's free and clean of project dirt, mud, and materials during the construction period. The Applicant shall be responsible for corrective measures at no expense to the City of Dublin. [~, PW] 45. Areas undergoing grading, and all other construction activities, shall be watered, or other dust palliative measures used, tb prevent dust, as conditions warrant. [PW, B] 46. The provision of temporary construction fencing shall be made subject to the review and approval of the Public Works Director and the Building Official. [PW, B, PL] Disposal Service 47. All trash receptacles located on-site shall be located within approved trash enclosures [PL, LDD] 48. The Applicant shall submit a design detail and location of the trash enclosure area subject to the Planning Director's review and approval. The design of the trash enclosure(s) shall reflect dimensional criteria deemed acceptable by the Livermore Dublin Disposal Service, and shall incorporate use of a 10' x 10' concrete apron in front to facilitate the District's mechanical pick-up service. If wooden doors are utilized, the doors shall be trimmed with a heavy metal lip. Raised concrete curbing shall be provided inside the trash enclosure area to serve as wheel stops for metal trash bins to protect the interior walls of the enclosure. Colors and materials of the trash enclosure(s) shall be architecturally compatible with the main structure subject to Planning Director review and approval. [PL, LDD, B] Miscellaneous 49. Building permits for the proposed improvements shall be secured and construction commenced within one year after the effective date of this approval, by June 4, 1994, or said approval shall be void. This one year period may be extended an additional six (6) months after the expiration date of this approval (Applicant must submit a written request for the extension prior to the expiration date) by the Planning Director upon the determination that the Conditions of Approval remain adequate to assure that the above stated Findings of Approval will continue to be met. [B, PL] - 7 - 50. Prior to issuance of building permits, the Applicant shall submit for review and approval a final site plan (1" = 20') in conformance with the Conditions of Approval. Said plans shall be fully dimensioned (including building elevations), accurate'1y drawn (depicting all existing and proposed conditions at site), and prepared and signed by a licensed civil engineer, architect or landscape architect. The site plan, landscape plan and details shall be consistent with each other. [PL] 51. The permit shall be revocable for cause in accordance with Section 8-90.3 of the Dublin Zoning Ordinance. Any violatilon of the terms or conditions of this approval shall be subject tlo citation. [PL] 52. To apply for building permits, the Applicant shall submit six (6) sets of construction plans to the Building Department for p',lan check. Each set of plans shall have attached an annotated copy of these conditions of approval. The notations shall clearly indicate how all conditions of approval will be complied with. Construction plans will not be accepted without the annotateed conditions attached to each set of plans. The Applicant wi;il be responsible for obtaining the approvals of all participating non- City agencies prior to the issuance of building permits.
